This is a sources-sought notice to identify qualified sources, not a solicitation or commitment to procure. CBP’s Office of Professional Responsibility intends to award a sole-source firm-fixed-price purchase order to OPSEC SECURITY INC for proprietary high-security holographic overlay laminate pouches used in DHS/CBP credentials. The laminate must be 100% consistent with existing credentials in size, security features, and specifications, and only OPSEC holds the design plates and manufacturing rights. Interested responsible sources may submit a technical package demonstrating ability to provide fully compatible laminate, along with a performance guarantee, without access to OPSEC’s proprietary data. No solicitation documents exist; responses must be submitted by email to the Contracting Officer.
