The Department of Homeland Security (DHS), Customs and Border Protection (CBP), Laboratories and Scientific Service (LSS), awarded Purchase Order 70B06C25P00000693 for two (2) proprietary Autopol 880 Plus Saccharimeters and accompanying Autoflex Automation Solution autosamplers (SAC) from Rudolph Research Analytical to be installed in the New York Laboratory. LSS requires these exact systems due to the inability of any other system to satisfy the compatibility requirements with existing equipment. The two (2) Rudolph 880 Plus System with Autosamplers must be absolutely compatible with the existing Rudolph systems, standardized methods, and software already used by CBP in the laboratory to ensure consistency of results for trade enforcement. The Autopols are used as an analytical tool to determine the quantification of sucrose in raw sugar. Moreover, the procurement of these instruments is in support of CBP Directive 3820- 001B, which states the guidelines for the sampling and testing of raw sugar importations, as well as it will be utilized for facilitating legitimate international trade, and ensuring that importations to the United States follow the federal regulations, including quota and tariff requirements. Accurate and repeatable test results are required in the classification of such imports as dictated by the Harmonized Tariff Schedule of the United States (HTSUS). There are no authorized U.S. resellers or authorized preventative maintenance and repair services providers of this equipment. Rudolph Research Analytical is the only source for this requirement.
