This is an RFI released pursuant to FAR 15.201(e). This RFI is issued solely for information, planning purposes, and market research only; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP or Broad Area Announcement (BAA). This RFI does not commit the U.S. Government to contract for any supply or service. U.S. Customs and Border Protection (CBP) is not at this time seeking proposals. Responders are advised that the U.S. Government will not pay any cost incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP or BAA. If a solicitation is released, it will be via the Federal Business Opportunities (http://www.fedbizopps.gov). It is the responsibility of the potential offerors to monitor this website for any information that may pertain to this RFI. The information provided in this RFI is subject to change and is not binding on the U.S. Government. All submissions become the property of the U.S. Government, and will not be returned. CBP, Air and Marine Operations (AMO), Training, Safety, and Standards (TSS) is conducting market research to gain industry feedback, interest, capabilities, and relevant experience for the purchase or lease of an AS350 Flight Training Device (FTD), FAA Level 7 or Level D compliant. FTD must be configurable for all variations of the AS350 helicopter. FTD must be as or more reliable that industry standards of similar FTDs. AMO is looking at lease or purchase options. Possibility of lease while federal government purchase acquisition process initiated. FTD must be easily supportable, to include maintenance program options with lease or purchase of FTD. The results of this RFI will assist the U.S. Government in the future lease or acquisition of an AS350 FTD for training of CBP AS350 pilots. REQUESTED INFORMATION •· FTD must be Level 7 or Level D compliant. •· Configurable FTD of all variants of AS350 helicopter. Syllabus must have upset or spin training included within the syllabi/curriculum. •· FTD must be as or more reliable than industry standards of similar FTDs. •· Response should include both lease or purchase information (or a combination of both while federal government in the process of acquisition to own FTD). •· FTD must be easily supportable. •· FTD to include maintenance information for device lease or device purchase. Responses Responses to the RFI should be submitted in Adobe PDF format, and shall be limited to seven (7) number of pages in length. The responses may be submitted by electronic mail, provided they are received by the cut-off date shown in the FedBizOps announcement. The responses must be directed to the CBP Procurement Office. The first page of the response will provide: (1) company name; (2) address; (3) company business type (large or small); and company contact for questions and/or to schedule follow-on discussions. Company contact information shall include name, title, phone number, fax number, and e-mail address. Presentation slides are not desired. However, concept drawings, line diagrams, process flows, and organizational charts, if needed to explain how functions would be performed, or quality controls put in place, may be included. Industry Communications CBP representatives may or may not choose to meet with potential offerors. If communications occur, they would be intended to obtain additional clarification on the potential capability of a company to meet the requirements contained herein, or the benefits and risks of the options under consideration. Any discussions would be with individual offerors and not with all or groups of potential offerors. Submission of Questions Question submission cut-off date is 10 CALENDAR DAYS AFTER THE RFI POSTING ON FBO local Washington D.C. time at 5PM/1700. Questions regarding this RFI shall be submitted in writing, via e-mail to the contact(s) shown below. Verbal questions will not be accepted. The U.S. Government does not guarantee that questions received after 10 calendar days of the RFI posting will be answered. Summary THIS IS A REQUEST FOR INFORMATION ONLY to identify sources that can provide an AS350 FTD, and to gather industry feedback on alternative approaches to contracting for the required device and support. The U.S. Government has not made a commitment to issue a solicitation, and this RFI should not be taken as a commitment for future work or for a potential offeror to incur costs for which reimbursement would be expected or sought. All responses and materials submitted become U.S. Government property and will not be returned. Security In an effort to improve electronic submission security, all documents shall be submitted using a password protected WinZip file. The WinZip password shall be submitted in a separate email. Submission deadline applies to both emails - the WinZip file email and the password email. There is not a character length, mixed case, or any other requirement imposed on your password.
