Notice of Intent: The Coast Guard intends to solicit, negotiate and award a sole-source procurement (under FAR authority 6.302) to Shaw Shooting Inc, 834 E. 2700 S, Hagerman, Idaho 833332. Background and Justification: This five-day course is designed to provide Advanced Tactical Operators (ATO) with in-depth weapons handling, improve shooting accuracy, and tactical positioning. The course covers both basic and advanced weapons handling techniques. The facility offers 26 individual ranges designed to emphasize specific components of weapons proficiency. Range targets range from custom paper targets to Coast Guard approved AR500 steel reactive targets. Onsite lodging and DOD compliant arms/ammunition storage is available. MSRTW personnel utilize weapons proficiency as a foundation of Close Quarters Combat. This course will provide ATOs advanced training, knowledge, and skills necessary to highly increase mission readiness in support of Operation Pelagic Strike and enhancing Short Notice Maritime Response (SNMR). Shaw’s Shooting, Inc. offers some of the finest pistol/carbine paper and pneumatic resetting steel ranges anywhere in the world. Shooters will train while engaging remotely activated targets from behind boulders, tree logs, tactical VTAC barricades, vehicles, etc. The unique reactive steel characteristics at the facilities, specific courses of fire, and proficiency of the instructors are only able to be sourced at Shaw’s Shooting facilities. If you believe you can provide the items or services requested, all responsible sources may submit a capability statement, which shall be considered by the agency, to the Contracting Specialist, Jessica P. Adkisson at Jessica.p.adkisson@uscg.gov referencing notice number 84-23-Q-34269-389 by 31 March 2023 8:00am PST and will be used for future purchases. A determination by the Government not to compete this proposed contract acquisition based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed.
