Amendment A00001 is issued on October 13, 2022 - See attached Amendment A00001 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (A) The combined synopsis is issued as a Request for Quotation (RFQ) under solicitation number 84-23-Q-31000. Submit written quotes (oral quotes will not be accepted). (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. Service Contract Labor Standards Wage Determination Number 2015-5651, revision 16, dated 07/11/2022 is applicable and is attached. (C) This acquisition is issued as Unrestricted and Firm Fixed Price. The associated NAICS code is 721110 and the small business size standard is $35 million. Payments are subject to the Federal Acquisition Rules and Regulations (FAR) 52.232-18; AVAILABILITY OF FUNDS clause. (D) When submitting your quotation, please utilize Attachment, Pricing Sheet Conference. E) Description/Statement of Work/Specification: Please refer to attachment – Statement of Work (SOW) for all service requirements. (F) Date(s) and place(s) of delivery and acceptance: This service is for SEAMLEI TEW being held 6-11 November 2022 in Petaluma, CA and/or Santa Rosa, CA, USA (G) FAR Provision 52.212-1, Instructions to Offerors—Commercial (JAN 2017), is incorporated by reference and applies to this acquisition: Please see the attached RFQ terms and conditions for the submission requirements. Offerors’ quotation shall confirm to the required SOW as reference in paragraph E and as attached to this solicitation. The offeror shall complete pricing for the specific services listed within the attached Pricing Sheet Conference. Any offeror not conforming to the requirements herein shall be deemed ineligible for award. (H) Evaluation FAR Provision 52.212-4: The following factors shall be used to evaluate offers: Factor 1: Best Value – The Government will evaluate offerors’ proposal for price reasonableness and contract requirements. Factor 2: Technical Capability – The Government will evaluate the extent to which offerors’ understand and are able to perform the requirement in the Statement of Work. Factor 3 – Past Peformance For the evaluation criteria, please see the attached RFQ terms and conditions. (I) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications—Commercial Items, with its Alternate I, with their offer. Offerors may complete this online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 with Alternate I online and that is it up-to-date and valid.
