The DOL-9W Coast Guard Office, intends to solicit and award a sole source contract to Smiths Detection, Inc., 2202 Lakeside Boulevard, Edgewood, MD 21040, for IONSCAN 500DT Train-the-Trainer Course. Smith Detections is the manufacturer of the IONSCAN 500DT and the only authorized company to provide Train the Trainer/Operator course. This sole source requirement meets the condition on FAR 6.302-1(b)(1)(i) and FAR 13.106-1 (b)(1)(i), only one responsible source has been identified as reasonably available to provide the service that will satisfy the USCG. Smith’s Detection is the only company that can meet USCG requirement. 2. Smith’s Detection shall provide: training to 02 attendees, Conduct full IONSCAN 500DT Operator Training course with all potential instructors as participants and Certify the attendees to provide operator level contraband trace detection training to unit. The IONSCAN 500DT is an instrument that uses ION Mobility Spectrometry to detect the presence of microscopic amounts of chemical substances. IONSCANS can detect trace amounts of cocaine, heroin, methamphetamine, explosives, and larger amounts of marijuana. 3. This synopsis does not constitute a solicitation, however all responsible sources who believe they can meet all of the requirements may submit a capability statement that demonstrates clear and convincing evidence of capability, addressing the points identified in paragraph (2) above. 4. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 611430, Professional and Management Development Training, and the U.S. Small Business Administration small business size standard is $12 million. This will be a firm fixed price contract. USCG does not intend to pay for any information provided under this notice. A determination by USCG not to compete this proposed purchase order based on this notice is solely within the discretion of USCG. 5. Any responses/proposals to this notice must be received no later than 08:00 A.M., August 06, 2021, Pacific Standard Time, via email to Jessica.p.adkisson@uscg.mil. Any firm responding to this notice should identify themselves as either small business, or other than small business, in accordance with the NAICS Code 611430.
