This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the feasibility of the security and other non-functional requirements the Government is asking. Your responses to the information requested will assist the Government in determining the appropriate acquisition method and make a better informed decision on how to best protect the Government's interests and data. Instructions: Attachment 1- Non Functional Requirements: Please review the requirements listed in Attachment 1. Place an x in column "C" if you would be able to meet this requirement. In column "D" please put any comments or concerns you have with the requirement listed in that row. Attachment 2- Special Contracting Requirements: In no more than 2 pages (12-point font minimum) please address any concerns you have with the requirements and clauses addressed in Attachment 2. Please only address concerns with the requirements in Attachment 2. Information Submission Instructions: Please submit the above information through email to Contracting Officer Ms. Melanie Miller at Melanie.A.Miller@uscg.mil. Please submit your information as soon as possible but no later than 2:00pm EST, on 12 February 2019. All submissions shall reference the following within the subject line of their email: "Sources Sought Response XXXXX - (Insert name of Company)". Interested organizations should submit a completed Attachment 1 per the instructions above, and a word document, no more than 2 pages (12-point font minimum), addressing concerns with Attachment 2. No other documents or capability statements should be included. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use the information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
