This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; (2) A list of any DHS Strategic Sourcing and/or GWAC contracts held by the qualified business source submitting a capability statement, including the contract vehicle, contract number, ordering period, and contract ceiling; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition is 541519: Software Installation Services, Computer. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. Background: The U.S. Coast Guard Operations Systems Center (OSC) has a requirement to procure a Storage Area Network (SAN) which will provide access to consolidated block-level data storage. The SAN will be utilized to enhance accessibility to storage devices, such as disk arrays and tape libraries, to servers so that the devices appear to the Operating System (OS) as locally attached devices. This SAN will be a dedicated network of storage devices not accessible through the Local Area Network (LAN) by other devices, thereby preventing interference of LAN traffic in data transfer. The accompanying Excel workbook contains the discrete technical, functional, cybersecurity, and policy/regulation requirements. Requirements: The SAN requirements are provided as Attachment 1. Anticipated Period of Performance: The USCG anticipates that a firm-fixed-price procurement will be awarded on or around 30 June 2019 pending the availability of funds. Capability Statement/Information Sought: Interested business organizations should submit a tailored capability statement for this requirement, not to exceed 10 pages (12-point font minimum), including all attachments. Submitted statements shall address the following: Eligible business concern's name, point of contact, address, and DUNS number should be included. A brief description of successful storage array implementations with the Coast Guard or with other Department of Homeland Security components, and other Federal Government Agencies. A brief description of how the product would capture statistics and measurements for management and status reporting. A brief description of how the array management software product would utilize a Common Access Card (CAC) and Active Directory (AD) as the technical means for user authentication and role based access. Describe the benefits of using the storage array product that your firm offers. Is an initial delivery date of 3 months feasible? Regarding the Attachment 1, please identify which requirements can be supported with the out of the box capability, and any requirements that cannot be met and why. These statements should demonstrate the ability to perform the aspects of the notice described within and the ability to meet the Government's requirements. The first page of the Capability Statement must be clearly marked with the eligible business concern's name, point of contact, address, DUNS number, and an indication of current business size/socio-economic status. However, responses to this notice will not be considered adequate responses to a solicitation.
