70Z0G119BPRV10300 ISSUE DATE: 21 MARCH 2019 *EDITED 18 APRIL 2019 Contractor shall provide all personnel, equipment, materials, tools, vehicles, supervision, and other items and services required to perform emergency maintenance dredging of the boat basin entrance channel at USCG Station Shinnecock. Contractor shall provide all personnel, equipment, materials, tools, vehicles, supervision, and all other items and services required to perform emergency maintenance dredging of the boat basin entrance channel at USCG Station Shinnecock. Dredging work is restricted to mechanical methods. Dredge spoils will be de-watered on-site and disposed of at 110 Sand Company in Melville, NY. The total estimated amount of material to be dredged is 2,500 cubic yards consisting of coarse sand, silt, and clay. Reference the plans, specs, and permits for the required dredge scheduling restrictions. All work shall be accomplished in accordance with project specifications PSN 12249163, drawings 01 to 05 PSN 12249163, NYSDEC Permit, Army Corps permit, and the applicable wage rates. US Coast Guard is pursuing NY Coastal Zone, NYSDEC and Army Corps permits, and the solicitation will be amended upon receipt of any permit updates. PERIOD OF PERFORMANCE: The period of performance for the project is 80 calendar days from issuance of Notice to Proceed. In-water dredge operations must be completed by June 30, 2019. SPECIAL NOTES: 1. Applications to NY Coastal Zone, NYSDEC and Army Corps permits have been submitted. The solicitation will be amended upon the receipt of any permit updates. Design does not anticipate any substantial updates or modifications to the project documents from permitting. 2. Contractor shall conduct dredging operations so that USCG vessel navigation is possible at all times. 3. Dredge quantity of 2,500 cubic yards is an estimate. The Contractor shall provide a cost for dredging per cubic yard. That per cubic yard cost will be used for any necessary dredging over 2,500 cubic yards. 4. Dredge spoils will be de-watered on-site and disposed of at 110 Sand Company in Melville, NY. The estimated value of the procurement is between $500,000 and $650,000. Performance and Payment bonds will be required. Solicitation packages will be available on 21 March 2019. The date set for receipt of bids is 25 April 2019 at 2:00 pm.* The applicable North American Industry Classification System (NAICS) code is 237990, Other Heavy and Civil Engineering Construction (Dredging and Surface Cleanup Activities), with a small business size standard of $27.5 Million. This acquisition is issued pursuant to FAR Part 14 Sealed Bidding and is 100% Set-Aside for Small Business concerns.
