This synopsis is issued in accordance with FAR Parts 14 and 19. This acquisition is a 100% Total Small Business Set-Aside. The applicable NAICS Code is 237990 - Other Heavy and Civil Engineering Construction, with a Small Business Size Standard of $36.5 Million. The Product Service Code is Z2BC, Repair or Alteration of Radar and Navigation Facilities. The estimated cost range of this project is between $1,000,000 and $5,000,000. The period of performance is 150 days. Solicitation packages will be available on or about 7 January 2019. The tentative date set for bid opening is 7 February 2019 at 2:00 p.m. Due to the lapse in appropriation, this solicitation will not be available until ooa 11 February 2019. Base Scope of Work Contractor shall provide all labor, materials, equipment, supervision, transportation, and disposal required for removal/placement of rip rap, installation/repair of concrete Aids to Navigation (ATON) foundations, repairing 5'x5' steel skeletal towers, installation of climbing safety systems, removal and installation of ATON pile foundations, and constructing complete ATONs (consisting of security fencing, foundations, climbing platforms, skeletal towers, and appropriate day and night signage). Work will be completed on the East River, Raritan River, New York Harbor, and an optional bid item on the northern Hudson River. The Aids to Navigation are located on both land and on water. The nearest facility is USCG Station New York, Staten Island, NY (Richmond County).
