The United States Coast Guard, Civil Engineering Unit – Providence, has a construction requirement to Dredge the Entrance Channel at STA Eatons Neck, Northport, NY. This solicitation is issued in accordance with FAR Parts 14 and 19. This acquisition is a 100% Total Small Business Set-Aside. The applicable NAICS Code is 237990 - Other Heavy and Civil Engineering Construction, with a Small Business Size Standard of $32.5 Million. The Product Service Code is Z2PZ. The estimated cost range of this project is between $500,000 and $1,000,000. The period of performance is 110 days. No in-water work is permitted after 31 March 2023 due to permitting and environmental restrictions. The date set for bid opening is 5 January 2023 at 2:00 p.m. EST at Warwick, RI. Base Scope of Work Contractor shall provide all personnel, equipment, materials, and all other items and services required to perform maintenance dredging of the entrance channel into the mooring basin of USCG Station Eaton’s Neck and all incidental related work. Dredging work is restricted to mechanical methods. The total estimated amount of material to be removed from the channel is 9,000 cubic yards (CY) of sand, gravel and cobbles. This estimate is 3,000 cubic yards more than previous years’ estimates due to approximately this amount of material being left within the dredge area following the FY22 dredging. Due to the scheduling restrictions in the NY DEC dredging permit, all dredging work shall be completed no later than 24 March 2023. In the event that the post-dredge survey indicates that the specified dredge limits have not been met by 24 March 2023, the contractor shall use the time remaining in the month of March to correct the deficiencies. No work is permitted after 31 March 2023 due to permitting and environmental restrictions.

It also includes all efforts required for placing the material along a nearby shoreline and incidental related work. The total estimated amount of material to be removed from the channel is 9,000 cubic yards of sand, gravel and cobbles. Dredging work is restricted to mechanical methods. Due to the scheduling restrictions in the NY DEC dredging permit, all dredging work shall be completed no later than March 24th 2023. All work shall be accomplished in accordance with the project specifications (PSN 14071986), Department of Army Permit (NAN-2016-00301), New York DEC Permit (1-4726-00545/00022) (See Appendix A of the Specifications). The dredge spoils shall be disposed at the Beacon Farms Disposal area shown on the drawings. Additional work requirements are herein. Conduct dredging operations so that navigation through the channel is possible at all times. 2. Dredge quantity of 9,000 cubic yards is 3,000 cubic yards more than previous years estimates to account for sediment accumulation within the dredge area in excess of that which is typically realized at this time of year as reported by the CG Station. The Contractor shall provide a cost for dredging per cubic yard. That per cubic yard cost will be used for any necessary contract cost adjustment resulting from dredging more or less than the estimated 9,000 cubic yards, within the limits of dredge. Contractor will be compensated for actual quantity of dredge material removed and disposed, within the limits of dredge, as shown on the plans and specifications. 3. Dredge disposal site location is to be the Beacon Farms Disposal Area as shown on the Drawings. The period of performance for the project is 110 calendar days from issuance of Notice to Proceed. Applicable permits do not allow work between April 1 and September 1 of any calendar year. All dredging work shall be completed no later than March 24, 2023. In the event that the post-dredge survey indicates that the specified dredge limits have not been met by March 24th, the contractor shall use the time remaining in the month of March to correct the deficiencies. No work is permitted after March 31st due to permitting and environmental restrictions. The estimated value of the procurement is between $500,000 and $750,000.
