(1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format outlined in FAR Subpart 12.6, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. It is anticipated that a competitive price purchase order shall be awarded because of this synopsis/solicitation. (6) Packing and Marking: 3.3 Final report. Upon completion of work, provide a final report documenting arrival condition, maintenance tasks completed and components repaired/renewed, final testing results, and any other supplemental forms relevant for the hammer’s maintenance history to the KO. 3.4 Preservation, packaging, and marking. Preservation of the diesel fired hammer assembly shall be in accordance with ASTM D3951-98 and as below: 3.4.1 Preservation. To prepare diesel fired hammer for travel, install safety/protection clamps, covers, screws, and caps in accordance with Section 3 of TP 3124. 3.4.2 Packaging. If shipping weight is less than 1000 pounds, packing shall comply with ASTM D6880/D6880M-11 Class 2 Style 2 with skid mounts. If the shipping weight is greater than 1000 pounds, the packing will comply with ASTM D7478/7478M Type 2, Class 2, Style A with skid mounts. 3.4.2.1 All components shall be protected from physical damage and mechanical malfunction. Cushioning materials, dunnage, blocking, bracing and strapping shall be applied as required to protect the item(s) and the enclosing media and restrict the movement of the item within the container. The materials selected for all blocking and bracing, and the design and application thereof, shall be compatible with the item and its bearing load limitations. Materials shall be as clean and as dry as practicable. 3.4.2.2 The diesel fired hammer and GFP lead shall be packaged in their own individual wooden shipping container. 3.4.3 Marking. The marking described herein shall be placed on the longest two sides of each box on opposite ends. In accordance with the specification, the Contractor shall provide a TOTAL FIRM FIXED PRICE for all necessary equipment and labor (to include estimated repair cost) at a loaded composite hourly rate, including profit, G&A and overhead, material, to arrive at a total price to overhaul, test, prepare and submit a Final Inspection Report, preserve, package, mark, and delivery. The composite labor rate will be multiplied by the estimated number of labor hours (56) and will be used for evaluation purposes. A material percentage will be proposed by the contractor to be used for all shipping, handling, and other costs associated. This percentage will be multiplied by the Government’s anticipated price to obtain an extended price for evaluation purposes. The total evaluated price will be based on the total value of CLINs 0001 and 0002. CLIN 0002 will be calculated by adding the two extended prices for SLINs 0002A and 0002B. After the open and inspect report is completed by the vendor and reviewed by the government the final repair cost will be based on the negotiated hours and rates established at contract award and the proposed level of effort required for the repair as stated in the open and inspect report.
