REQUIREMENTS 3.1 General. 3.1.1 CIR. The Contractor must submit a CIR for the inspections listed in the following paragraph(s): None. Tech Rep. Not applicable. 3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection). 3.1.4 Interferences. The Contractor shall be aware that interferences in way of work include, but are not limited to the below-listed. Handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences): System fluid in the pump and associated piping. Piping. Electrical Cables. Coderdam Required 3.1.5 Work coordination. The Contractor shall perform work in conjunction with the following Work Item: Cofferdam Install 3.1.6 Fire Pump Overboard Connection. Provide diver services and plug the fire pump overboard connection. Provide diver services and remove the plug from the overboard connection upon completion of work. 3.1.6.1 The contractor shall install blank connections to isolate the fire pump from the sea as described below and as required by NAVSEA S0400-AD-URM-010/TUM Navy Tag-Out User’s Manual. 3.1.6.2 After installation of the overboard plug, break the fire main on the inboard side of the overboard valve and install a blank flange with gasket on the inboard side of the fire main overboard valve, protecting against flooding through the overboard valve. 3.1.6.3 Remove the blank upon completion of work and prior to removal of the plug in the overboard connection. 3.1.7 Fire pump suction connection. Temporarily close both the port and starboard sea chest suction valves and the fire pump suction from the sea chest. Break the fire pump suction connection on the downstream side of the valve and install a blank flange to allow continued use of the port and starboard sea chests. 3.1.7.1 Upon completion of repairs, temporarily close both the port and starboard sea chest suction valves and the fire pump suction from the sea chest. Remove the blank connection and reassemble the fire pump suction valve flange connections. 3.1.7.2 Fire pump discharge connection. Temporarily install a blank flange and gasket on the fire pump discharge piping flange as soon as the fire pump is disconnected to allow continued operation of the firemain in an emergency. Remove the blank flange and reconnect the fire pump upon completion of repairs. 3.1.7.3 Firemain pump piping connection is shown on the Coast Guard Drawing 750-WMSL-521-026. 3.1.8 Carne and rigging services. The Contractor shall provide crane and rigging services to renew GFP Fire Pump No.2. The Contractor shall provide rigging plan at the arrival conference. 3.1.8.1 If required, the Contractor must provide and install lifting pad eyes for removal and installation of Fire Pumpin accordance with SFLC Std Spec 0740. Remove lifting pad eyes after completion of the work item. 3.1.8.2 Maximum working load for various size pad eye is listed in the Table 2.The following Table 2 lists the maximum working loads for various sized pad eyes. Provide diver services and remove the cofferdam and plug from the overboard connection upon completion of work. 3.1.7 Crane and rigging services. The Contractor must provide crane and rigging services to renew GFP the fire Pump. The Contractor must provide rigging plan at the arrival conference. 3.1.8 If required, the Contractor must provide and install lifting pad eyes for removal and installation of Fire Pumpin accordance with SFLC Std Spec 0740. Remove lifting pad eyes after completion of the work item. 3.1.8.1 Maximum working load for various size pad eye is listed in the Table 2. Expected working loads may be considerably less than maximum working load, i.e. a 1” padeye used in the rigging plan will have an “expected working load” of only 6,000 lbs (not the maximum 9,800 lbs) and pull tested to 9,000 lbs. The concerned work area is identified in Table 1. See the applicable drawings in section 2 for guidance, locations, and details. 3.1.10 Electrical work. The Contractor must accomplish all electrical work in accordance with SFLC Std Spec 3042, and test cables in accordance with SFLC Std Spec 3041. NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.2 Operational test, initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR. WARNING Maintain double boundary protection to prevent flooding. 3.3 Fire pump inlet and outlet isolation. The Contractor must ensure a double boundary protection is always maintained. The Contractor must install cofferdam, overboard discharge plug and blank connections to isolate the fire pump from the sea as described below and as required by NAVSEA S0400-AD-URM-010/TUM Navy Tag-Out User’s Manual. Firemain pump piping connection is shown on the Coast Guard Drawing 750-WMSL-521-026. 3.3.1 After installation of the plug on the overboard discharge, break the fire main on the inboard side of the overboard valve and install a blank flange with gasket on the inboard side of the fire main overboard valve, protecting against flooding through the overboard valve. 3.3.2 Remove the blank upon completion of work and prior to removal of the plug in the overboard connection. 3.3.3 Fire pump suction connection. After cofferdam is installed, close the fire pump suction valve from the sea chest. Break the fire pump suction connection on the downstream side of the valve and install a blank flange. 3.3.4 Remove the blank flanges upon completion of work and prior to removal of the plug in the overboard connection. 3.3.5 The Contractor must close the fire pump suction from the sea chest. Break the fire pump suction connection on the downstream side of the valve and install a blank flange. 3.3.6 Temporarily install a blank flange and gasket on the fire pump discharge piping flange as soon as the fire pump is disconnected to allow continued operation of the firemain in an emergency. Remove the blank flange and reconnect the fire pump upon completion of repairs. 3.4 Electrical connections. The Contractor must disconnect the electrical cables to Fire Pump in accordance with SFLC Std Spec 3042 and record wiring information for later re-connection. Insulate the removed cable ends with electrical tape for safety. Submit a CFR. 3.5 Fire pump removal. After all piping and electrical connections are removed, the Contractor must remove Fire Pump Assembly from its foundation. 3.5.1 The Contractor must rig the existing Fire Pump Assembly from the cutter (Pump Room #2): 5-72-01-E) to Pier as per rigging route shown on Coast Guard Drawing 750-WMSL-101-027. 3.6 Foundation Preservation. While Fire Pump Assembly is removed, wire brush or power tool clean the pump foundations and the area under the pump foundations to approximately 1 ft. away from the foundations to remove loose paint and rust. Feather all edges. Clean the areas in accordance with SSPC SP-3. Solvent wipe the areas in accordance with SSPC SP-1. Paint the prepared areas with two coats of epoxy paint to match the existing system as described in SFLC Std Spec 6310. 3.7 GFP Fire Pump installation. The Contractor must rig GFP Fire Pump Assembly from Pier to the cutter (Pump Room #2, 5-70-01-E) as per rigging route shown on Coast Guard Drawing 750-WMSL-101-027. 3.7.1 The Contractor must mount GFP Fire Pump to its foundation as shown on Coast Guard Drawing 750-WMSL-180-012 with new fasteners. 3.7.2 Clean piping gasket surfaces before installing new gaskets. Provide and install new gaskets at all piping connection. Renew all mounting fasteners. 3.7.3 The Contractor must make all piping connection to Fire Pump to its original operating condition as shown on Coast Guard Drawing 750-WMSL-521-026 and TP 7013. Verify cofferdam and plugs have 3.7.4 The Contractor must re-connect electrical cables with previously recorded wiring information in accordance with SFLC Std Spec 3041/3042 and TP 7013. 3.8 Installation checkout. Perform installation checkout in accordance with TP 7013. Verify cofferdam and overboard plugs have been removed before operational test. Submit a CFR. NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.9 Operational test – post repairs. After completion of work, the Contractor must perform an operational test (by Coast Guard personnel) of the Fire Pump to prove satisfactory operating condition, with no leakage. Operate the Fire Pump for ½ Hour. Verify that the direction of pump rotation is correct. Submit a CFR. 3.6 Touch-up preservation. The Contractor must prepare and touch-up coat all disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, Appendix B (Cutter and Boat Interior Painting Systems). Abide by all touch-up requirements outlined in SFLC Std Spec 0000, Appendix A (Requirements for Preservation of Ship Structures). 4. NOTES 4.1 Figures. For illustration only.
