This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-07 Effective 30 Sep 2024. This requirement is being solicited as a total small business set aside using FAR Part 12 Acquisition of Commercial Items and FAR 13.5 Simplified Procedures for Certain Commercial Items. The NAICS Code is 336611 – Ship Repair with a small business size standard of 1,300 employees. The solicitation number is 70Z08524QIBCT0024. SCHEDULE OF SUPPLIES/SERVICES: See Attachment 1. DESCRIPTION OF WORK: The Contractor shall furnish all necessary labor, materials, services, equipment, supplies, power, accessories, special tools and such other things as are necessary to perform various Dockside Repairs of the USCGC JUNIPER (WLB 201), a 225’ Oceangoing Buoy Tender Cutter homeported in Honolulu, HI. All in exact accordance with this solicitation and the attached specification. See Attachment 2. Scope of services shall include ship repair and associated support work and may include work that is not currently listed as Definite Items. CONTRACT TYPE: This solicitation is a request for quotes (RFQ) that will result in the award of a firm fixed price contract solicited under FAR PART 12 and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items, subject to availability of funds. CONTRACT PERIOD OF PERFORMANCE: The performance period for this requirement is January 07, 2025 - March 18, 2025 (71 Days). PLACE OF PERFORMANCE: The place of performance is the Cutter’s Homeport. CUTTER’S HOMEPORT: 400 Sand Island Pkwy. Honolulu, HI 96819. REQUIRED DOCUMENTS: Each quoter shall furnish the information required by the solicitation, which includes: 1. Cover letter with quoter’s address, DUNS and other information completed. 2. Amendments, as applicable 3. Attachment 1- Section B Schedule of Supplies/ Services filled out with a cost associated with each CLIN, to include option labor hours. Provide Documentation Verifying Small Business Certification: 1. If claiming 8(a) status, provide a copy of your 8(a) Certificate from SBA. 2. If claiming SDVOSB status, provide documentation that shows the Service Disabled Veteran (SDV) unconditionally owns 51 % of the business, controls the management and daily operations, and holds the highest officer position in the company. The documentation should also show the business is small under the NAICS Code 336611. 5. If claiming Small Business status, provide documentation to show the business is small under NAICS Code 336611. C. Provide Statement for Proposal Submission: Statement on how your company will do the work and that your company WILL submit a proposal as a prime contractor if a solicitation is issued as a result of this Sources Sought Notice. D. Provide Past Performance Information: Evidence of experience in work similar in type and scope to include contract numbers, project titles, dollar amounts, points of contact, and telephone numbers. If two companies are planning to conduct business as a Joint Venture or any other type of teaming agreement, they shall provide past performance on projects of similar scope that they have performed together as a Joint Venture. Providing individual past performance documentation from each company on separate projects where the two did not work together is not considered to be sufficient past performance. A Joint Venture that cannot provide this requested information will not be considered to have sufficient documentation needed to evaluate past performance as an evaluation factor. E.
