REQUIREMENTS 3.1 General. 3.1.1 CIR. None. 3.1.2 Technical Representative. Not applicable. 3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection). 3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, (Interferences). Known interferences include, but are not limited to the following: • Ventilation Ducting • Piping • Wiring • Fan Mounting and Fan Supports • Electrical Cables 3.2 Scaffolding. The Contractor must, in accordance with CFR Title 29, Part 1915, Subpart E, erect suitable staging or scaffolding, as required, to facilitate work. The Contractor must provide hoists to remove and re-install the vaneaxial fan assemblies in Table 1. NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.3 Operational test, initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR 3.4 Temporary ventilation. The Contractor must furnish blowers or other suitable air handling equipment to provide continuous positive ventilation to all affected compartments while performing work on this item. The temporary trunk connecting to the blower must be long enough to blow air out of the cutter. The temporary ventilation set up must run continuously (24 Hours a day) until work on the item is completed. Use existing ventilation duct whenever possible to blow air out of the cutter. 3.5 Vaneaxial fan assembly removal. The Contractor must remove vaneaxial fan assemblies listed in Table 1 from their ventilation ducts. The Contractor must temporarily support the ventilation duct on each side of removed vaneaxial fan assembly. 3.5.1 The Contractor must disconnect electric cables to vaneaxial fan assembly in accordance with SFLC Std Spec 3042. Pull back cables and temporarily insulate cable ends for safety. Record wiring information for later re-connection and submit a CFR. 3.5.2 The Contractor must clean and inspect three feet of ductwork connected to inlet and outlet of the removed fan. Submit a CFR with inspection results. 3.6 Fan cleaning and inspection. The Contractor must disassemble, clean, and inspect the vaneaxial fan assembly in accordance with the following paragraphs. 3.6.1 The Contractor must disconnect cables from electric motor to the conduit connection box. Test cables between electric motor and control equipment in accordance with SFLC Std Spec 3041. The Contractor must remove fan blade assembly (Rotor Assembly) from Electric Motor. 3.6.2. The Contractor must measure air gap reading and bearing clearances, and inspect coupling for cracks, broken segments, wear and misalignment. Submit a CFR. 3.6.3 Match-mark, identify and retain all mounting hardware associated with the Rotor and Electric Motor. 3.6.4 Cleaning. The Contractor must clean the interior and exterior vaneaxial fan assembly surfaces, including housing, fan blade, and end bell surfaces by first using suction, then with a soapy water solution, and followed by a thorough rinsing of all surfaces. Thoroughly dry the assemblies and ensure that there is no residual moisture on all surfaces. 3.6.5 After cleaning, the Contractor must visually inspect the vaneaxial fan assembly including bearing surfaces for cracks, areas of distortion, and deterioration. Submit a CFR. 3.6.6 The Contactor must perform major component repair on vaneaxial fan assembly listed in Table 1 in accordance with Para 6.5 of TP 7148. CAUTION Multiple sources of power may be present. Ensure that all power sources are secured and tagged prior to the start of any work. All auxiliary circuits in the machine must be de-energized. 3.7 Electric motor overhaul. The Contractor must overhaul the vaneaxial fan motors listed in Table 1 in accordance with SFLC Std Spec 3020. The Contractor must also recondition the motor windings in accordance with Appendix B of SFLC Std Spec 3020. Submit a CFR for all performed inspections and testing, including but not limited to, initial visual conditions, initial insulation resistance tests, winding tests, balancing reports, final insulation resistance tests, and final acceptance tests. Rewinding of the motors will not be a part of this scope of work, unless test results by the Contractor support rewind, and it is approved via a Change Request (CR). 3.8 Vaneaxial fan reassembly. The Contractor must re-assemble Rotor Assembly to electric motor and perform alignment and verify tip clearances in accordance with Paragraph 6.2 of TP 7148. Perform fan balancing in accordance with Paragraph 6.3 of TP 7148. Submit a CFR. 3.9 Vaneaxial fan reinstallation. The Contractor must reinstall vaneaxial fan assemblies with new Contractor-furnished rubber vibration dampers, gaskets and/or resilient mounts and fasteners as applicable in the ducting. 3.9.1 Restore all ventilation ductwork to original configuration as shown on Coast Guard Drawing references listed in Table 1. 3.9.2 Re-connect cables with previously recorded information and firmly secure the cables. Test cables in accordance with SFLC Std Spec 3042 and re-connect the cables with previously recorded wiring information in accordance with SFLC Std Spec 3041. 3.10 Verification. Prior to re-energization, a final closeout inspection must be performed in the presence of the Coast Guard Inspector. The Contractor must submit a signed completed copy of the inspection checklist to the Coast Guard Inspector for affected by the work. The checklist must contain, at a minimum, the below attributes. Submit a CFR. • Verification that each disturbed electrical connection is tight and properly terminated. • Certification that no foreign material was found in the panel sections affected by the work. • Certification that all rerouted wiring is properly labeled and that all new/rerouted cables are properly marked. • No loose hardware and no lose items in the duct work • Before energization, verify impeller rotates freely • Perform a phase rotation test on each disturbed circuit. Correct any improperly phased wiring and repeat the test. CAUTION To prevent damage to multi-speed motors with possible opposite shaft rotation in different speeds, always start motor directly from off and never shift directly from one speed to another until direction of rotation checks are completed satisfactorily and shaft completely stopped in all speeds. Ensure shaft is not rotating (completely stopped) prior to any restarting of the motor. NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.11 Operational test, post repairs. After completion of work, the Contractor must thoroughly test, in the presence of the Coast Guard Inspector and demonstrate all items or shipboard devices that have been disturbed, used, repaired, altered, or installed to be in satisfactory operating condition. Verify that vaneaxial fan assembly is rotating in the proper direction in all speeds. Verify that Vaneaxial Fan Assembly is quiet and vibration free. Operate the fan assembly at its rated speed for 30 minutes. Record current, voltage, speed, and frame/bearing temperature rise. Submit a CFR. 3.12 Touch-up preservation. The Contractor must prepare and coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs). 4. NOTES This section is not applicable to this work item.
