This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. TECHNICAL SERVICES FOR OPENING AND INSPECTING # 5 CYLINDER ON PORT MAIN DEISEL ENGINE FOR THE USCGC ASPEN 1. Background. This requirement is for the Contractor to open and inspect #5 cylinder on #2 MDE to determine cause of the oil leak found leaking from cylinder head spacer. 2. Scope. The scope of this work is on the USCGC ASPEN port MDE CATERPILLAR 3608 3. Objective. The objective of this requirement is to remove cylinder head and head spacer to determine cause of lube oil leak. Submit CFR with findings. 4. Tasks. The contractor shall provide Labor and material to accomplish opening and inspecting cylinder head include but not limited to: 4.1. Provide all necessary tools, parts and consumables required to remove and install cylinder head and head spacer. 4.2. Remove cylinder head and spacer. 4.3. Inspect for damage or failures. 5. Delivery. Contractor shall provide a final report within 3 days of contract period of performance. 6. Government furnished property. There is no Government furnished property (GFP) anticipated; however, the Government may in the course of this repair require GFP. If GFP is required, it will be incorporated via contract modification. 7. Security Requirement. Base access is required. If vendor requires access to ASPEN vendor shall have a valid driver’s license which does not have a “federal limits apply” limitation and show identification. A CG representative from the cutter will sponsor and escort vendor to the cutter. 8. Place of performance- USCGC ASPEN 1 Yerba Buena Road San Francisco, CA 94130 9. Period of performance- TBD, but as soon as possible.
