This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-03. This solicitation is set-aside for small business. The NAICS code for this solicitation is 333618 and the small business size standard is 500 employees. The U.S. Coast Guard Surface Forces Logistics Center (SFLC) intends to enter into a Requirements contract consisting of one (1) one year base year and four (4), one year option years for the maintenance and overhaul (including technical support services) of Ulstein Aquamaster Model 1350H Thrusters (Z-Drives) for the 175’ WLM Class Buoy Tenders. The quantities for this solicitation were estimated based on historical data retrieved from Navel and Electronic Supply Support System (NESSS), FLS (Fleet Logistics System (FLS), and advertised shipset change out's driven by the Cutter Maintenance Plan (CMP) and are listed in the Schedule of Supplies (Attachment 1). The total minimum and maximum quantity of supplies or services the Government will acquire under the contract are as follows: total minimum quantity of z-drives to be overhauled and supported with technical services is twenty z-drives and the total maximum quantity of z-drives to be overhauled and supported with is forty z-drives. The overhauls and technical support purchased under the resulting contract will be purchased via issuance of firm fixed priced delivery orders issued by a Contracting Officer to facilitate faster response times to meet customers’ needs and improve the vessels operation readiness. Contractor’s proposal submitted in response to this solicitation shall be valid for 120 calendar days from the closing date of the solicitation. In accordance to FAR 16.503(c), Failure of the Government to furnish such items in the amounts or quantities described in the Schedule as "estimated" or "maximum" will not entitle the contractor to any equitable adjustment in price under the Government Property clause of the contract.
