This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-03 dated July 12, 2019. This requirement is being solicited as total small business set aside with a geographical restriction imposed to Delaware Bay, Chesapeake Bay and C&D Canal using FAR Part 12 Acquisition of Commercial Items and FAR 13.5 Simplified Procedures for Certain Commercial Items. The NAICS Code is 336611 - Ship Repair with a small business size standard of 1,250 employees. The solicitation number is 70Z08519QP45H5100. SCHEDULE OF SUPPLIES/SERVICES: See Attachment 1. DESCRIPTION OF WORK: The Contractor shall furnish all necessary facilities, labor, materials, services, equipment, supplies, power, accessories, special tools and such other things as are necessary to perform various Dry Dock Repairs of the USCGC WILLIAM TATE (WLM 560), a Buoy Tender), all in exact accordance with this solicitation and the attached specification (attachment 2). Scope of services shall include ship repair and associated support work, and may include work that is not currently listed as Definite Items. CONTRACT TYPE: This solicitation is a request for quotes (RFQ) that will result in the award of a firm fixed price contract solicited under FAR PART 12 and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items, subject to availability of funds. CONTRACT PERIOD OF PERFORMANCE: The performance period for this requirement is on or about 23 Aug 2019 and a projected end date on or about 25 Sept. 2019. PLACE OF PERFORMANCE: The place of performance is the contractor's proposed drydock facility. With a geographical restriction imposed to Delaware Bay, Chesapeake Bay and C&D Canal. CUTTER'S HOMEPORT: Philadelphia, PA GEOGRAPHICAL RESTRICTION: This is a one-time geographical restriction for CGC WILLIAM TATE to undergo an unplanned dry-dock. No contract shall be awarded to a facility, which would require the CGC WILLIAM TATE to transit outside of the Delaware Bay, Chesapeake Bay, and C&D Canal into open waters. The cutter's Z-Drive casualty diminishes its maneuvering capabilities and handling characteristics. These operational restrictions pose significant safety concerns for CGC WILLIAM TATE. Therefore, a geographic restriction preventing the CGC WILLIAM TATE from departing inland waters will facilitate the safe transit of CGC WILLIAM TATE to the dry-dock facility.
