This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov 1, 2015. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5. Past performance will be considered in the selection of the awarded vendor. The United States Coast Guard Surface Force Logistics Center has a requirement for the following: WORK ITEM 1: Steam Coil preheaters, Clean and Repair 1. SCOPE 1.1 Intent. This work item describes the requirements for the Contractor to clean and inspect four (4) Steam Coil preheaters. 1.2 Government-furnished property. None 2. REQUIREMENTS 3.1 General. 3.1.1 CIR. None. 3.1.2 Tech Rep. Not Applicable 3.1.3 Protective measures. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness. 3.1.4 Interferences. The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following: • Piping • Insulation NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.2 Operational test, initial. Prior to commencement of work, the Contractor shall witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition. Submit a CFR. 3.3 Pre-heater removal and inspection. For all steam pre-heaters listed on Table 1, The Contractor shall: Drain and disconnect steam supply lines and condensate return lines. See referenced drawings and Coast Guard Tech publications for technical specifications 3.3.1 Disconnect and remove the pre-heater coils. ON CG DWG 400 WAGB 3803-2 HYDRO TEST PRESSURE Pre-heater 1-52-1-Q Htr No. 216, Sheet No. 40 50 psig Pre-heater 1-52-2 Htr No. 58, Sheet No. 33 50 psig Pre-heater 02-121-1 Htr No. 181, Sheet No. 39 50 psig Pre-heater 1-217-2 Htr No. 145, Sheet No. 37 50 psig 3.3.2 Transport the pre-heater assemblies to Contractor's shop for inspection and cleaning. 3.3.3 Clean and inspect the pre-heater assemblies. 3.3.4 Hydrostatically test each pre-heater assembly to ensure that there are no leaks. 3.3.5 Return and reinstall each pre-heater assembly. Reconnect steam supply and condensate return lines. 3.4 Steam traps. The Contractor shall open, clean, service, and inspect each of four (4) steam traps associated with the pre-heaters listed on table 1. 3.4.1 Renew the thermostatic element in thermostatic type traps. 3.4.2 Reassemble and reinstall each of the steam traps after repairs and cleaning. 3.4.3 After the fan room is restored to operating service, use a thermal scanner to inspect each steam trap and verify that the trap is in working order. 3.5 Insulation restoration. After verifying that there are no water or steam leaks, renew any insulation that was affected in the process of completing this work item. Follow guidance in CG Dwg 400 WAGB 3902-2 for insulation requirements. Do not lag piping within 24 inches of a steam trap. Do not lag steam traps. 3.6 Touch-up preservation. The Contractor shall prepare and coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs.) NOTE Coast Guard personnel will operate all shipboard machinery and equipment. 3.7 Operational test, post repairs. After completion of work, the Contractor shall thoroughly test, in the presence of the Coast Guard Inspector and demonstrate all items or shipboard devices that have been disturbed, used, repaired, altered, or installed to be in satisfactory operating condition.
