This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is being procured using procedures in with FAR Part 12, Acquisition of Commercial Items, and FAR 13.5, Simplified Procedures for Certain Commercial Items. It is the Government's intention to solicit and negotiate solely with the manufacturer, Harris Corporation. A copy of the sole source justification and approval is available as an attachment (Attachment C) with this solicitation. Quotes must arrive no later than August 12th 2019 1:00 PM EST. Pursuant to FAR Part 10 Market Research, the purpose of this notice is to: (1) Determine if sources capable of satisfying the agency's requirements exists, (2) Determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) Determine the commercial practices of company's engaged in providing the needed service or supply. The United States Coast Guard (USCG) Surface Forces Logistics Center (SFLC) Long Range Enforcer Product Line (LREPL) is conducting market research for the requirements identified on the attached parts list. It is the Government's intention to solicit to Harris Corporation (hereafter referred to as Harris Corp) and any other capable providers. The Original Equipment Manufacturer (OEM) for this procurement is Harris Corp. If any other provider claims to have the ability to provide Harris OEM parts for the USCG WMSL Radio Frequency Distribution System, please submit documentation certifying this agreement. Alternative solutions to the USCG's need will be accepted at this time for market research purposes.
