This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. Request for Quotations number is 70Z085-19-Q-P45A0200 and issued as a request for quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84 dated Nov. 1, 2015. The NAICS Code is 336611. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in a accordance with FAR Part 13.5. **For purposes of evaluation and award, Past Performance is considered to be more important than Price. The United States Coast Guard Surface Force Logistics Center has a requirement for the following: COAST GUARD CUTTER FRANK DREW DESCRIPTION Vessel Details: USCGC FRANK DREW is moored at USCG Base Portsmouth. Access to installation is gained by establishing communication with vessel point of contact above. Description of Problem: The Rolls Royce (formerly Model 125 Bird Johnson) Bow Thruster system is leaking lubricating oil from the oil seal assembly at the pinion gear drive shaft. SF has replaced the seals, but after 10 minutes of operating smoke came from the seal retaining plate and a high pitch squeal was coming from the shaft. SF recorded a temperature of 186 degrees on the seal housing. After inspection, it was found that the defection in the shaft was out of required tolerance. Work to be performed: ? The contractor shall provide the services of qualified technicians to perform repairs as necessary to the pinion shaft and the pinion shaft seal assembly in accordance with specifications found in CGTP 3628. ? The contractor shall ensure that the technician(s) are experienced with (Coast Guard 175' WLM specific) Rolls Royce thruster units. Note: This repair must be performed while vessel is waterborne. ? Prior to commencement of work, the contractor shall witness Coast Guard Personnel perform an initial operational test of the bow thruster unit, to demonstrate existing operational condition. Report findings. ? The contractor shall furnish and install all protective coverings to seal off and protect all non-affected vessel's components, equipment, and spaces near the work area against contamination during the performance of work. Upon completion of work, the contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated equipment, components, and spaces to original condition of cleanliness. ? The Contractor shall maintain existing hydraulic system cleanliness and take all necessary precautions to prevent the introduction of contaminants into the hydraulic system. Immediately after disconnecting or removing components from the hydraulic system, seal all openings to the rest of the system using caps for externally threaded connection points, bolt-on blanks, or taped-on discs/covers made of durable plastic or sheet-metal that is no less than 1/16-inch thick. ? Provide a dive team to remove thruster grate, reinstall thruster grate, and chock and un-chock prop. ? Provide an electrician to disconnect and reconnect the electric bow thruster motor. ? The Contractor shall handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the below-listed: o Grid Cover on port thruster tube. o Grid Cover on starboard thruster tube. o Bow Thruster Electric Motor ? Visually check for any excessive wear or damage to the teeth of the gears. Check the wear pattern on the spiral bevel gears to diagnose any problems. Report findings. ? Measure the pinion shaft run out to inspect for bends. If working environment allows, take gear backlash readings and compare results with the number etched on the back of the gear. Inspect and measure seal sleeve and renew if necessary. Report findings. ? Renew the pinion gear seal in accordance with TP 3628. ? After completion of work, the Contractor shall thoroughly test, in the presence of the Coast Guard Inspector and demonstrate the Bow Thruster System to be in satisfactory operating condition. Submit a CFR. ? Test Bow Thruster both at dockside and at sea trials. ? Operate thruster over entire range of RPM in both directions. ? In addition the work is to include but not limited to: ensure tag out of associated drive motor & controls by ship's force, securing oil system to prevent excessive oil leakage into space, verification of correct seal assembly installation, verification of vertical shaft and coupling alignment, verification of suitability of current shaft sealing surface & associated components followed by troubleshooting & repairs deemed necessary that may be accomplished using parts & labor funded by this requisition. ? Any additional parts or services identified as necessary that are recommended by the contractor for renewal or upgrade must be identified on a Condition Found Report, submitted to the purchasing agent, and require approval through additional funding and/or possible extension of visit or a subsequent service performed later. The purchasing agent/contracting officer is the only authorized grantee of this request for additional funding. (d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records -- Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
