COMBINED SYNOPSIS/ SOLICITATION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart12.6, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued The solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2019-03 dated 12 July 2019. This requirement is being solicited as total small business set-aside using FAR Part 12 Acquisition of Commercial Items and FAR 13.5 Simplified Procedures for Certain Commercial Items. The NAICS Code is 336611 - Ship Repair with a small business size standard of 1,250 employees. The solicitation number is 70Z085-19-Q-P4535200. SCHEDULE OF SUPPLIES/SERVICES: See Attachment 2. DESCRIPTION OF WORK: The Contractor shall furnish all necessary facilities, labor, materials, services, equipment, supplies, power, accessories, special tools and such other things as are necessary to perform repair and maintenance on the Machinery Plant Control and Monitoring System (MPCMS) and related subsystems onboard the WLB-225 A class, WLB-225 B class, and WLM-175 class vessels, all in exact accordance with this solicitation and the attached Performance Work Statement (PWS). See Attachment 1. The Coast Guard has determined, consistent with 13.501(a)(1)(ii), that there is only one responsible source and no other supplies or services will satisfy agency requirements. The statutory authority permitting other than full and open competition is 41 U.S.C. 1901, as implemented as FAR Part 13.5, Test Program for Certain Commercial Items. The Original Equipment Manufacturer (OEM) is L3 Technologies, Inc. Technical data necessary for performance is proprietary to the OEM. Justification for Other Than Full and Open Competition is attached as Attachment 2 CONTRACT TYPE: This solicitation is a request for quotes (RFQ) that will result in the award of a firm fixed price contract solicited under FAR PART 12 and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items. CONTRACT PERIOD OF PERFORMANCE: The performance period for this requirement includes one base year with an option for six months. The base period of this requirements contract will begin on date of award for twelve months thereafter. The first option period, if exercised by the Government, is a 6-month period that will occur consecutively following the base year. The tentative quantity for grooms is as follows: Base Year: 4 vessels PLACE OF PERFORMANCE: The majority of services will be performed on-board the cutter, at the respective cutter's homeport (CONUS, Alaska and Hawaii). Refer to Appendix A, "United States Coast Guard 225' Buoy Tenders" and http://www.uscg.mil/datasheet/225wlb.asp for additional information. Work will be conducted "pier-side" and "underway", with operational testing to be conducted underway within the cutter's local area of responsibility (AOR). Underway tasking will not require overnight stay onboard the cutter. In some instances, services may be required while the cutter is moored at an alternate location or dry-docked, either at a commercial or Government facility.
