This action approved procurements on a basis of other than full and open competition in response to emergency situations resulting from the damages and aftermath of Hurricane Helene. Such emergency was an unusual and compelling urgency that the Government and general public at large could have been seriously injured unless the agency was permitted to limit the number of sources from which it solicits bids, quotes, or proposals. In accordance with the Stafford Disaster Relief and Emergency Assistance Act, the Contracting Officer may set aside solicitations to allow only local firms within District 7 to compete even though a separate justification or determination and findings is not required. Requirements that were procured in response to emergency situations resulting from the damages and aftermath of Hurricane Helene include: restroom trailers, berthing/lodging for duty members for continuity of operations planning (COOP), generators, and hazardous material cleanup. The contract period of performance shall be limited to the minimum period necessary from September 26, 2024 to December 25, 2024 and shall not exceed 90 days unless exceptional circumstances apply and a justification is approved by the Head of the Contracting Activity.
