COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (A) The combined synopsis is issued as a Request for Quotation (RFQ) under solicitation number 70Z08424QDL940003. Submit written quotes (oral quotes will not be accepted). (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. Service Contract Labor Standards Wage Determination Number 2015-5635, revision 23, dated 12/24/2023 is applicable and is attached. (C) This acquisition is issued as Unrestricted and Firm Fixed Price. Additionally, fill out and return the attachment, technical specification checklist. (F) Date(s) and place(s) of delivery and acceptance, Must be available for all dates: This service is for Vessel Rental being held: January 24, 2024 January 31, 2024 February 02, 2024 February 28, 2024 February 21, 2024 February 22, 2024 (G) FAR Provision 52.212-1, Instructions to Offerors—Commercial (JAN 2017), is incorporated by reference and applies to this acquisition: The offeror shall complete pricing for the specific services listed within the attached Pricing Sheet. (H) Evaluation FAR Provision 52.212-4: The following factors shall be used to evaluate offers: Factor 1: Best Value – The Government will evaluate offerors’ proposal for price reasonableness and contract requirements. Factor 2: Technical Capability – The Government will evaluate the extent to which offerors’ understand and are able to perform the requirement in the Statement of Work. Vessel must meet all requirements stated in SOW (I) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications—Commercial Items, with its Alternate I, with their offer. Offerors may complete this online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 with Alternate I online and that is it up-to-date and valid.
