This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (A) The solicitation number is 70Z08423QMISC0001 and is issued as a Request for Quotation (RFQ). Submit written quotes (oral quotes will not be accepted). This requirement is for Refuse and Recycling Collection and Disposal Services at various USCG District 8 locations. (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. Service Contract Labor Standards Wage Determination listed on Attachment 5 are applicable. (C) This acquisition is issued as SMALL BUSINESS SET-ASIDE. The associated NAICS code is 562111 and the small business size standard is $41.5 million. (D) When submitting your quotation, please utilize Schedule of Services (Section II), and Attachment 1- List of Addresses and Requirements for a base year plus 4 option years. (E) Description/Statement of Work/Specification: Please refer to Attachment 2 – Performance Work Statement (PWS) for all Refuse and Recycling Collection service requirements. (F) Date(s) and place(s) of delivery and acceptance: This service is for a base year of 01 June 2023 through 31 May 2024 and contains four one-year options that can take this service through 31 May 2028, if exercised by the Contracting Officer. The place of performance for this service is USCG District 8 various locations (see Attachment 1). (G) FAR Provision 52.212-1, Instructions to Offerors—Commercial (JAN 2017), is incorporated by reference and applies to this acquisition: Please see the attached RFQ terms and conditions for the submission requirements. Offerors’ quotation shall confirm to the required PWS as reference in paragraph E and as attached to this solicitation (Attachment 2). The offeror shall complete pricing for the specific services listed within the Schedule of Services and Unit Prices. Any offeror not conforming to the requirements herein shall be deemed ineligible for award. (H) Evaluation FAR Provision 52.212-2: The following factors shall be used to evaluate offers: 1. (I) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications—Commercial Items, with its Alternate I, with their offer.
