The U.S. Coast Guard (USCG) intends to solicit, negotiate, and award on an 8(a) competitive basis a follow-on firm-fixed price IDIQ contract using FAR Part 12 & 15 procedures, for commercial services. The USCG Coast Guard military housing facilities are located in Alameda, Novato, Yerba Buena Island (YBI), and Petaluma, CA. The scope of this specification includes the maintenance and repair of Military Family Housing (MFH), Representational Facilities (REPFAC), Unaccompanied Personnel Housing (UPH) units, Guest Housing in Novato, associated real property, common areas, equipment, systems, and household appliances. The scope includes grounds maintenance for the entire housing area and janitorial services at the Alameda Housing Office. The scope also includes management of all services to ensure use of competent personnel, and timely and accurate completion of all work to provide clean, safe and habitable units. All work shall be performed in accordance with Means Facility Maintenance Standards where applicable, manufacturer’s recommendations, national codes (Electric Code, Plumbing Code, International Residential Code (IRC), etc.), Industry Standards (American Concrete Institute, Carpet and Rug Institute, Gypsum Association, etc.), and applicable Federal, State, and Local rules and regulations, and standard commercial practice unless otherwise specified herein. Military housing maintenance applies to, but is not limited to, all of the housing units, garages, playgrounds, grounds maintenance, office janitorial, utility infrastructure, the housing office and other miscellaneous buildings, atonements, driveways, & sidewalks. All Spanish style housing in Novato and Quarters A at YBI are listed on the national Historic Register and must be maintained up to original standard. Award will be made on the basis of best value to the Government based on technical and management capabilities to provide mission critical housing maintenance and grounds maintenance services to the USCG at a fair and reasonable price for the term of the contract. The base period of performance is 01 April 2023 through 31 March 2024, with four, one-year priced options. The applicable code is NAICS Code: 561210 (Facilities Support Services), with a size standard of $41.5 million. The solicitation will be available on Sam.gov website around 28 April 2022 with a 30-day response time. Interested offerors are responsible for downloading the solicitation on Sam.gov. Telephone requests for solicitation packages and amendments will not be accepted. No solicitation packages will be mailed.
