COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and FAR Subpart 13.5 procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (A) The solicitation number is 70Z08422QPEC08000 and is issued as a Request for Quotation (RFQ). Submit written quotes (oral quotes will not be accepted). This requirement is for Refuse and Recycling Collection and Disposal Services as required by the USCG Base Elizabeth City, North Carolina. (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97. Service Contract Labor Standards Wage Determination Number 2015-4405, revision 17, dated 10/20/2021 is applicable and is attached. (C) This acquisition is issued as Unrestricted and Firm Fixed Price. The associated NAICS code is 562111 and the small business size standard is $41.5 million. (D) When submitting your quotation, please utilize Attachment 8, Bid Schedule, for a base year plus 4 one year options. (E) Description/Statement of Work/Specification: Please refer to attachment 3 – Performance Work Statement (PWS) for all Refuse and Recycling Collection service requirements. (F) Date(s) and place(s) of delivery and acceptance: This service is for a base year of 01 January 2022 through 31 December 2022 and contains four one-year options that can take this service through 31 December 2026, if exercised by the Contracting Officer. The place of performance for this service is USCG Base Elizabeth City, NC. Please refer to attachment 2 for a Map. (G) FAR Provision 52.212-1, Instructions to Offerors—Commercial (JAN 2017), is incorporated by reference and applies to this acquisition:Please see the attached RFQ terms and conditions for the submission requirements. Offerors’ quotation shall confirm to the required PWS as reference in paragraph E and as attached to this solicitation (Attachment 3). The offeror shall complete pricing for the specific services listed within the attached Bid Schedule (Attachment 8). Any offeror not conforming to the requirements herein shall be deemed ineligible for award. (H) Evaluation FAR Provision 52.212-4: The following factors shall be used to evaluate offers: 1. Lowest Price Technically Acceptable 2. Technical Plan For the evaluation criteria, please see the attached RFQ terms and conditions. (I) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications—Commercial Items, with its Alternate I, with their offer. Offerors may complete this online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 with Alternate I online and that is it up-to-date and valid.
