COMBINED SYNOPSIS/SOLICITATION NUMBER: 70Z08422QDL950009 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Coast Guard, COCO, Director of Operational Logistics (DOL-9), Base Procurement and Contracting (DOL-95), will acquire the services outlined in the solicitation utilizing procedures in FAR Part 12, Acquisition of Commercial Items and FAR Subpart 13.5, Simplified Procedures for Certain Commercial Items. THE FOLLOWING INFORMATION IS HIGHLIGHTED FOR YOUR ATTENTION 1. Please read the entire solicitation, including all attachments, to ensure completion of all required representations, certifications, and submissions. Acknowledge all Solicitation Amendments (SF-30) issued by the Government. 2. Your offer shall include ALL of the documents and information listed in the solicitation; and your offer shall be received by this office at or before October 13, 2022, 12:00 p.m., Eastern, to be eligible for award. Also, see FAR Provisions 52.212-1 & 52.212-2 for Evaluation Factors. 3. This solicitation does not obligate the Government to compensate for any costs incurred by the Offeror in preparation and/or submission of any offer, nor does it obligate the Government to procure for said services/supplies. 5. QUESTIONS/CONCERNS: It shall be the obligation of the offeror to exercise due diligence to discover and to bring to the attention of the Government any ambiguities, inconsistencies, or concerns regarding the information in this solicitation. Follow-up/additional questions will not be accepted after this date. Pursuant to FAR Part 10 (Market Research), the purpose of this notice is to: (1) determine if sources capable of satisfying the agency's requirements exists, (2) determine if commercial items suitable to meet the agency's needs are available or could be modified to meet the agency's requirements, and (3) determine the commercial practices of company's engaged in providing the needed service or supply. REQUIREMENT: This notice is issued by the U.S. Coast Guard, COCO, Director of Operational Logistics (DOL-9), Base Procurement and Contracting (DOL-95), Norfolk, VA to identify sources capable of providing all labor, materials, equipment, and personnel necessary to support U.S. Coast Guard (USCG) Air Station Barbers Point’s (ASBP) unit-specific aviation training program. ASBP is located at the Kalaeloa Airport in Kapolei, Hawaii. The contractor will be responsible for providing and operating a vessel in support of the U.S. Coast Guard’s unit specific aviation training program. The period of performance will be for one (1) year base period and, if exercised, four (4) one-year option periods. A draft Statement of Work (SOW) is attached to this Sources Sought Notice; the draft SOW is subject to revisions at the sole discretion of the Government. Interested parties are expected to review this Notice and the draft SOW to familiarize themselves with the requirement.
