The United States Coast Guard is seeking contractors interested in submitting proposals for the manufacturing and delivery of fifth class foam filled, unlighted plastic buoys for USCG Waterway Operations Product Line (WOPL) used by Aids to Navigation (ATON) units across the U. S. Coast Guard. The foam filled, unlighted plastic buoys shall be manufactured in accordance with attached Drawings, Specifications and Statement of Work: Specification: No. 491B, and Drawing Numbers 121172H , 121173G, and Statement of Work for Fifth Class Foam-Filled Unlighted Plastic Buoys, Modified 20 November 2018. This is a Sources Sought/Market Survey announcement targeting companies that can provide all necessary materials, labor, equipment, facilities and supervision to manufacture and deliver fifth class foam filled, unlighted plastic buoys to multiple Coast Guard destinations. The Government anticipates issuing a single solicitation resulting in the award of a Requirements Type contract with fixed-price delivery orders. The contract will include an Economic Price Adjustment for plastic and fuel. The anticipated period of performance is for a base year and four option years with an expected start date on/or about October 1, 2019. The applicable North American Industrial Classification Code (NAICS) is 326199, All Other Plastic Products Manufacturing. The Small Business Size Standard is 750 employees. A small business set-aside determination will be made based upon the results of this Sources Sought notice (i.e. if enough small business interest indicates that a set-aside for small business will result in an adequate number of responses for competition purposes).
