This is a SOURCES SOUGHT NOTICE only (not a pre-solicitation notice pursuant to FAR Part 5) to determine the capability of potential sources and the availability of commercial sources pursuant to FAR Part 10. This notice is issued by the Coast Guard Shore Infrastructure Logistics Center (SILC), Norfolk, VA to identify sources capable of providing Exterminating and Pest Control Services for the U.S. Coast Guard Base Elizabeth City, in Elizabeth City, NC for a Base Year period, plus four potential one-year option periods, if exercised by the Government, beginning 01 October 2019. A solicitation will be issued before long and will be synopsized on the FedBizOpps Electronic Posting System at www.fedbizopps.gov or www.fbo.gov. It is the potential offer's responsibility to monitor this avenue for release of any future solicitation or synopsis. The Contractor shall provide all personnel, equipment, tools, supplies, materials, chemicals, transportation, supervision and all other items necessary to provide services and efforts to control and prevent the infestation of pests. All services shall be in strict adherence to all services in accordance with a Performance Work Statement (PWS), as well as applicable local, state and federal regulations, CG Base Instructions and shall be consistent with current industry practices. The mission is to provide and maintain a safe, clean and healthy environment for all the residents, military/civilian personnel, tenant commands and visiting members of the public. To accomplish this mission, it is essential that the personnel, properties and facilities of the Base have qualified technicians to perform the above requirements. All services will be performed throughout the Coast Guard Base Elizabeth City complex located in Pasquotank County in Northeastern North Carolina. Base Elizabeth City is approximately 748 acres comprised of approximately 110 buildings (approx. 1.05M SF) and over 230 structures. The campus infrastructure includes a wide variety of facility types and configurations including aircraft storage and maintenance hangars; barracks, galley and other personnel support facilities. In addition to this main installation, there is a 33 acre tract containing Coast Guard Family Housing located approximately one-half mile northwest of the main complex gate. It has 14 townhouse buildings containing 72 housing units as well as recreation areas, playing field, and a small maintenance building. Hours of Operation: Normal work hours are Monday through Friday, 7:00 a.m. to 4:30 p.m., excluding Federal Holidays. Service Calls for unscheduled work may be required both during core government work hours and outside of core (normal) working hours. The North American Industry Classification Standard (NAICS) Code is 561710 (Exterminating and Pest Control Services) with an applicable size standard of $7.0 million. Offeror shall furnish this information for at least three (3) contracts, ongoing or completed within the last three years only, for like or similar services, held with the U.S. Coast Guard, other Government agencies or private industry. Competition and set-aside decisions may be based on the results of this market research.
