This Invitation for Bid (IFB) is limited to Eligible 8(a) Participants (FAR 19.8); NAICS 236210; Small Business Size: $39.5M. Contractor shall provide all personnel, materials, equipment, tools, vehicles, supervision and other items and services required to perform all work in accordance with Specs dated 24 March 2021 and drawings listed in the IFB. Construction Wage Rate Requirements apply. The magnitude of the requirement is between $5M and $10M. A bid bond in the amount of 20 percent shall be submitted with the bid by the time set for bid opening. NOTE: See Section L-9 Site Visit for instructions to attend the scheduled Site Visits. All questions pertaining to this IFB must be submitted in writing using the enclosed Request for Information (RFI) form included in Section J. See Spec Section 01 26 13 Guidance for Proper RFIs. Improper and frivolous RFIs may be returned unprocessed. The deadline for RFIs is 23 March 2022. The bid must be received by the USCG CEU CLE Contracting Office (Rm 2179) by the bid due date and time. Delivery using the US Postal Service will not necessarily guarantee that the delivery will be timely. It is the bidders responsibility to ensure that the bid is received timely. This Presolicitation Notice is for a competitive 8(a) invitation for bid. The magnitude of the requirement is between $5M and $10M. The NAICS for this project is 236210 with a Small Business Size Standard of $39.5M. The place of performance is located at USCG Sector Field Office (SFO) Fort Macon, Atlantic Beach, NC 28512. The period of performance is 330 DANTP. Major work items include: 1) foundation repairs and stabilization at Industrial Support Detachment building and Hazardous Materials Storage facility, 2) Replace 3 storage facilities that were destroyed by flooding, 3) Replace 3 HVAC systems and associated ductwork damaged beyond repair, 2 of these facilities also require complete replacement of ductwork and 4) Repair building envelopes for 5 facilities, to include replacement of exterior doors, windows and siding to restore watertight integrity; 5) Replace 30 ton chiller 6) Demolish Shed & Replace with Pre-engineered Metal Bldg. 7) Storm Water Retention – drain, repair, regrade, construct new outfall weir structure. Any prospecitve Contractor/Vendor must be registered in System for Award Management (SAM) prior to award.Davis Bacon Act applies. Wage determination can be checked at www.SAM.gov.
