ALCO TECH SUPPORT FOR WMEC FLEET The U.S. Coast Guard Medium Endurance Product Line (MECPL) requires main diesel engine (MDE) technical support for the 210’ & 270’ Medium Endurance Cutters (WMEC). This class of ships is made up of 27 vessels for a total of 54 propulsion engines. The vessels have a mixture of CE, B, and F series ALCO 251 engines depending upon ship class. This support is necessary to ensure that all inspections, repairs, and scheduled maintenance events are completed in accordance with published standards from Fairbanks Morse Engine (FME) and Coast Guard publications. As our vessel inport periods are typically of short duration we do not have time for delays or rework. Accomplishing work correctly the first time within a compressed schedule is critical in maintaining our aging propulsion engines in a fully mission capable status to meet operational requirements. We are requesting qualified technicians to lead/supervise Coast Guard personnel as they complete inspections, overhaul, or repair of ALCO engines. We are not looking for or desire an outside team to come in and complete these tasks for us. We have been utilizing a single technical expert to lead our team of 5-7 people to complete scheduled maintenance or repair work as needed. In completing projects in this manner, it provides an opportunity for our junior personnel to gain valuable “hands on” in-depth experience with their equipment. 1. Center Section Overhauls (CSO) - The contractor shall provide all ALCO special tools, technical oversight, and supervision of Coast Guard personnel (labor force) to ensure the proper and timely completion of a Center Section Overhaul (CSO) of the MDE on the 210 & 270 class vessels. The performance period shall be 51 consecutive calendar days per engine for disassembly, cleaning, inspection, reassembly, hot oil flush and pier side testing. The contractor shall ensure that all MDE overhauls are performed in accordance with all references listed below. The contractor shall provide a detailed inspection report for each overhaul using Coast Guard Technical Publication 3903 as guidance. The contractor is responsible for completing a Hot Oil Flush of the engine following reassembly but prior to starting. This task will be completed as per the ALCO technical publication and our Statement of Work for conducting this task. Once the hot oil flush has been completed the contractor will conduct the initial engine start and pier side testing to ensure the engine is operating correctly (all temps, pressures are within normal parameters) without leaks, unusual noise, vibration, or any other discrepancies noted. This ensures the engine is ready to complete the underway testing and break-in process as the ship departs its homeport pier. The contractor is not required to get underway with the vessel for testing or to observe the finial break-in process. Note-1: The Coast Guard will supply all necessary parts as government furnished material (GFM) to complete MDE center section overhauls. See the attached parts list for each engine so that you understand exactly what parts are going to be renewed in each Center Section Overhaul. The salvage sleeves will be renewed for each cylinder liner and any areas of pitting (corrosion) will be repaired using Belzona. Note-2: The contractor will provide all consumable material such as but not limited to lock wire, anti-seize, Lubriplate, Molykote, RTV gasket maker, Belzona Kits, and any special oils or grease needed for assembly. Lubricating oil to refill the engine will be provided by the ship. Note-3: The contractor will be responsible for providing a parts washer, forklift, and crane service to facilitate parts cleaning, parts staging, and to off load/on load engine components for the vessels. These services will be provided by the contractor at all homeport locations even where the Coast Guard may have organic capabilities. 2. Top End Overhauls (TEO) - The Contractor shall provide all special tools, technical oversight, and supervision of Coast Guard personnel as required to successfully complete Top End Overhauls (TEO) for the MDEs. The performance period shall be 30 consecutive calendar days per engine. The contractor shall ensure that all work is performed in accordance with all references listed below. Note-1: The Coast Guard will supply all necessary parts as government furnished material (GFM) to complete this task. See the attached parts list for each engine so that you understand exactly what parts are going to be renewed in each Top End Overhaul. Note-2: The contractor will provide all consumable material such as but not limited to lock wire, anti-seize, Lubriplate, Molykote, RTV gasket maker, and any special oils or grease needed for assembly. The ship will provide lubricating oil to refill the engine. Note-3: The contractor will be responsible for providing a parts washer, forklift, and crane service to facilitate parts cleaning, parts staging, and to off load/on load engine components onboard the vessels. These services will be provided by the contractor at all homeport locations even where the Coast Guard may have organic capabilities. 3. Diesel Engine Inspections (DEI) - The Contractor shall furnish all necessary special tools, technical oversight, and supervision of Coast Guard personnel as required to successfully complete a Diesel Engine Inspection (DEI). The performance period shall 12 consecutive calendar days. The contractor shall ensure that all DEI’s are performed in accordance with all references listed below. Note-1: The contractor will supply all necessary parts to complete this task. All parts must be FM/ALCO (OEM) certified components. 4. Unspecified repairs – During the completion of a TEO, CSO, or DEI additional work may be identified that falls outside the scope of work such as replacement of camshaft sections, replacement of fuel pump supports, rebuild of governor drives, etc.. These types of discrepancies are repaired via one of two means. Commonly occurring repairs items can be pre-priced as optional items on the contract or standalone items can be completed via a fixed hourly rate x the estimated number of hours needed. Note-1: The Coast Guard will supply all necessary parts as government furnished material (GFM) to complete repairs. Note-2: The contractor will provide all consumable material such as but not limited to lock wire, anti-seize, Lubriplate, Molykote, RTV gasket maker, and any special oils or grease needed for assembly. Note-3: The contractor will be responsible for providing a parts washer, forklift, and crane service to facilitate parts cleaning, parts staging, and to off load/on load engine components onboard the vessels. These services will be provided by the contractor at all homeport locations even where the Coast Guard may have organic capabilities. 5. Remote Technical Assistance - The Contractor shall provide technical assistance/support to deployed 210’ & 270’ WMEC crews via telephone or email to assist them with troubleshooting efforts and to make recommendations on engine operation in unusual circumstances. Contractor must maintain a log with basic information to document this support. It must contain the following information as a minimum; date, ships name, person contacting you, a brief description of the issue and amount of time spent assisting them. Remote technical support cannot exceed 75 hours per quarter without approval. This item would have a fixed hourly rate applied. This rate will be paid at a reduced rate as the tech is not going onboard the vessel to provide support. 6. Technician availability – We often have multiple projects being completed concurrently across the fleet. It is our desire to have at minimum, three qualified technicians available to support the Coast Guard at any given time. Additional technicians would allow greater flexibility to schedule overhauls, inspections, or repairs within the ships operational schedules. 7. Experience - The contractor must provide proof of having an in depth knowledge of the ALCO 16V-251-CE, 16V-251-B, and 18V-251-F series marine engines. This evidence can be provided by submitting records showing successful completion of engine overhauls, inspections, or repairs for this series engine. 8. Certification: - All technicians working on propulsion engines onboard Coast Guard vessels must be NAVSEA certified. Technicians must provide proof of a current certification from the NAVSEA Diesel Engine Inspection Course. 9. Security requirements: - All technicians must be able to pass a background check and obtain passes as necessary to gain entrance to all Coast Guard or Naval Bases. It is the contractor’s responsibility to apply for and maintain clearances needed for entry. All vehicles and equipment trailers must also meet base requirements such as current registration, properly tagged, and have proof of insurance for example. 10. Travel: It is the contractor’s responsibility to provide a technician, all special tools, and consumable materials to the work site at 0800 on the morning the project starts. The Coast Guard will pay the GSA perdiem rates based upon work location and dates of the performance period. The Coast Guard will pay mileage based upon the current GSA rate and mileage between the designated service center location providing the tech and the job location. Mileage will be calculated using Google Maps by entering the starting and ending addresses. The daily driving limit is 400 miles or 8.0 hours. The Coast Guard will pay a fixed hourly rate for driving a truck/trailer from the departure location to the jobsite. The rate will remain the same for weekends and holidays. This rate will not be the same rate as for providing technical support as ALCO experience is not a consideration for driving to or from the jobsite. 11.
