The United States Coast Guard (USCG) Telecommunications Information Systems Command (TISCOM) Contract Procurement Division (CPD) located at 7323 Telegraph Road, Alexandria VA, 22315, hereby formally announces the intent to award a firm-fixed price purchase order on a sole source basis to Segovia, Inc. dba Inmarsat Government, Inc. The contractor will be required to provide High-speed, Ku-Band, commercial satellite (COMSATCOM) airtime (bandwidth) compatible with existing COMSATCOM equipment installed on the U.S. Coast Guard Cutters as well as contingency communications assets. To include access for USCG-provided Multi-Protocol, Labeled-Switching (MPLS) routers to interface the contractor's satellite service with the USCG's unclassified private IP network (CGONE). This shall include active monitoring of Ku-Band communication links and terrestrial connections to the USCG's MPLS network, 24-hour support to USCG tier-two support personnel, and assistance with dynamic bandwidth allocation among Ku-Band users.

The proposed contract action is for services related to work currently being performed by Inmarsat Government for which U.S. Coast Guard intends to solicit and negotiate a purchase order with only one source under the authority of Authority: 10 U.S.C. 2304(c)(1) as implemented by FAR Part 12 combined with Part 13. This notice of intent is NOT a request for competitive proposals; however, all interested persons that identify to the Contracting Officer their intent and capabilities to satisfy the Government's requirement with commercial items and are received within 5 calendar days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
