A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for small businesses. The proposed Design Build project, Provide Permanent Facilities at Station Vallejo, Vallejo, CA will replace the existing facilities on property leased by the City of Vallejo. Major work items include but are not limited to: Demolition: Remove the existing modular Station Building and pre-engineered Boat Maintenance Building to include all structures, foundations, associated utilities, paving, and other associated site amenities. Architectural: Design and construct a new 13,803 SF steel frame facility to support berthing, administration, boat maintenance, and associated mission functions. Exterior materials include hi-impact stucco, brick masonry, and standing seam roofing. Interior finishes include carpet, tile, epoxy, and sealed concrete. Furnishings and equipment are also included within this project. Civil: Regrade the site to bring the new Station above flood plain levels, replace any unsuitable soils, and prove new utility distribution and site features. Plumbing: Water and compressed air plumbing are required to support the function of the new facility. Mechanical: Heating, cooling, and ventilation are included for thermal comfort and occupant health. New construction to achieve a minimum 30% energy use reduction below ASHRAE 90.1-2013. Electrical: Power, lighting (exterior and interior), telecom, and an emergency generator are required. Fire: Fire sprinklers and alarms are included in this project. Sustainability: This project will be LEED certified. Permitting: Obtain all required environmental, building, and other applicable permits. Designs must be both code compliant and meet applicable government and Coast Guard regulations. Contract duration is estimated at 730 calendar days. The estimated cost range is between $6,000,000 and $12,000,000. NAICS code is 236220. All interested Small Businesses should respond to this survey by email on or before February 19, 2019, 4:00 p.m. Eastern Standard Time. Responses should include the following: 1. Identification and verification of the company's small business status 2. Contractor's DUNS number and CAGE code 3. Documentation from the firm's bonding company showing current single and aggregate performance and payment bond limits. 4. Description of Experience - Interested Design Build firms must provide no more than two (2) example projects with either greater than 65% construction completion or projects completed within the past five (5) years which are similar to this project in scope, size, and complexity. Each project must include the name, title, project role, email address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance. a. Projects similar in scope of this project include: New Design Build Construction of steel frame building larger than 10,000 SF, including site work, obtaining required permitting, and meeting LEED certification. b. The Design Build solicitation includes a 30% concept design and a specification with prescriptive and performance based requirements. Prescriptive requirements are largely due to previous consultations with the City of Vallejo and the California Coastal Commission, as well as critical mission components. The concept design shall be the basis of design with the 35% design submittal as the first submittal after contract award. Based on the information above, for each project submitted, include: 1. Current percentage of construction complete and the date when it was or will be completed. 2. Scope of the project. 3. Size of the project. 4. The dollar value of the construction contract and whether it was design-bid build or design-build. 5. The percentage of work that was self-performed as project and/or construction management services or physical construction type work. 6. Whether the project was Design/Bid/Build or Design/Build. 7. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm's own employees for general construction-type procurement. Include the percentage of work that will be self-performed on this project, and how it will be accomplished. NOTE: Total submittal package shall be no longer than 8 pages.
