The proposed Design Build project, Provide Permanent Facilities at Station Vallejo, Vallejo, CA will replace the existing facilities on property leased by the City of Vallejo. Major work items include but not limited to: Demolition: Remove the existing modular Station Building and pre-engineered Boat Maintenance Building to include all structures, foundations, associated utilities, paving, and other associated site amenities. Architectural: Design and construction of a new 13,803 SF steel frame facility to support berthing, administration, boat maintenance, and associated mission functions. Exterior materials include hi-impact stucco, brick masonry and standing seam roofing. Interior finishes include carpet, tile, epoxy, and sealed concrete. Civil: Regrade the site to bring the new Station above flood plain levels, replace any unsuitable soils, and provide new utility distribution and site features. Plumbing: Water and compressed air plumbing are required to support the function of the new facility. Mechanical: Heating, cooling, and ventilation are included for thermal comfort and occupant health. New construction to achieve a minimum 30% energy use reduction below ASHRAE 90.1-2013. Electrical: Power, lighting (exterior and interior), telecom, and an emergency generator are required. Fire: Fire sprinklers and alarms are included in this project. Sustainability: This project will be LEED certified. Permitting: Obtain all required environmental, building, and other applicable permits. Design must be both code compliant and meet applicable government and Coast Guard regulations. Maintenance Portion. Option Item 1: Base Maintenance Portion - Provide all labor, material, equipment, mobilization, demobilization, permitting, construction support, quality control services, and ancillary items required for site development and construction related to Rooms 125 Boat Bay, 126 Parts/Tools, 127 Boatswain Storage, 128 Flammable Storage, 129 Maintenance Equipment, and 131 Boatswain Workstation. Option Item 2: Fixtures Furnishings, and Equipment - Provide all new Fixtures, Furnishings, and Equipment (FTE) as identified in section 1800-1.17. PERIOD OF PERFORMANCE: 730 calendar days from contract award TYPE OF CONTRACT: This solicitation will be for one (1) Firm-Fixed-Price (FFP) contract. TYPE OF SET-ASIDE: This acquisition will be a Full & Open Competition (UNRESTRICTED). CONSTRUCTION MAGNITUDE: The price range for the Base Item and the Option Items is between $6 million to $9 million. SELECTION PROCESS: This procurement shall be solicited under the authority at FAR Subpart 6.1, Full and Open Competition and FAR Subpart 36.3, Two-Phase Design-Build Selection Procedures. Phase I of the selection shall be conducted as outlined in FAR 36.303-1. Phase II is prepared in accordance with FAR Part 15 and includes evaluation factors developed in accordance with FAR 15.304. Phase II shall be evaluated separately and in accordance with FAR Part 15. The selection process for Phase I will evaluate factors such as (not necessarily in order): Corporate Experience: Construction Team, Corporate Experience: Design Team, Design/Build Management Approach and Past Performance. Following completion of the evaluation of Phase I, up to a maximum of five (5) most highly qualified offerors will be selected to participate in Phase II. The selected offerors for Phase II will be invited to submit proposals as will be described in the Solicitation, for review and evaluation by the Government. The selection process for Phase II will evaluate factors such as (not necessarily in order): Means & Methods, Scheduling and Permitting, Project Organization and Key Personnel, and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussion should it be deemed in the Government's best interest. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the Phase I solicitation on or about 23 April 2019 and approximate closing date for Phase I is on or about 23 May 2019. The approximate issue date for the Phase II solicitation is on or about 07 July 2019 and the approximate closing date for Phase II is on or about 21 August 2019. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
