The USCG is conducting market research to identify commercially available COTS/NDI maritime navigation software that can be enhanced to modernize and eventually replace the legacy Vega suite across its cutter and boat fleet. It seeks solutions with advanced display engines, autonomous voyage planning, sensor fusion, resilient PNT, and modern modular/containerized architectures that integrate into existing shipboard hardware without complete bridge refits. Required capabilities include Windows 11 Enterprise and RHEL support, deterministic state recovery, ECDIS/IHO standards compliance—including IHO S-100/S-101 readiness and IMO MSC.530(106) effective Jan 2026 for new installations—sensor/protocol ingestion, forensic logging/playback, chart management, cybersecurity/RMF/STIG alignment, and specialized Western Rivers ATON and STEDS/EAIS mission functions. Vendors are asked to address architecture, OS/hardware modularity, S-100 maturity, resilient PNT/EW mitigation, custom mission-module integration and licensing, HSI, cybersecurity/patching/lifecycle support, and navigation/data lifecycle. Candidate solutions must integrate with existing IEC 60945 shipboard hardware without complete bridge refits, support Windows 11 Enterprise and Enterprise Linux, and provide deterministic state recovery after ungraceful power loss or reset. Required capabilities include multi-protocol sensor ingestion, data logging/forensic playback, S-57/S-63/DNC and IHO S-100/S-101/S-102/S-104/S-111/S-124 chart support, ownship dynamics, radar overlay via Furuno SDK/SSR COMRIC, and IHO S-52 human-system interface compliance. Specialized USCG mission functions include Western Rivers ATON/buoy tending/depth survey/enterprise synchronization, STEDS/encrypted AIS interfacing, blue force tracking, tactical target management, SAR pattern generation, and tactical messaging. Vendors should address architecture/OS/hardware modularity, resilient PNT and sensor fusion, EW mitigation, cybersecurity/RMF/STIG compliance, licensing, lifecycle support, and integration of custom mission modules through APIs, SDKs, or plug-ins.
