Notice of Intent to Sole Source The U.S. Coast Guard intends to negotiate and award on a sole source basis a five year (base plus four option periods) contract to Peraton, Inc. for Intelligence Situational Awareness Tool (ISAT) information assurance patched software builds, technical support, and technical training. Based on market research, Peraton, Inc. is deemed to be the only responsible source capable of meeting this requirement. Intended Source: Peraton, Inc. (SAM UEI: ZBPQEJVECCT4) The statutory authority permitting other than full and open competition is 10 U.S.C. § 3204(c)(1) implemented by the FAR Subpart 6.302-1 entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This notice of intent is not a request for competitive proposals. A competitive solicitation package is not available. While the Government does not anticipate competition, all responsible sources may submit a capability statement and/or proposal, which shall be considered by the Government. Responses to this notice shall contain sufficient information to establish the interested party’s bona fide capabilities for fulfilling the requirements. Responses shall also reference the solicitation number in this notice and provide appropriate company information such as company name, address, SAM UEI, CAGE Code number, business size and point of contact information. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. Responses received by 3:00 PM Eastern Time (EDT) on August 28, 2022 will be considered by the Government.
