The purpose of this solicitation amendment is to revise the Offer Due Date to August 13 2021 at 11:00 AM EST and to extend period of Offerors to submit questions to August 5 2021 at 11:00 AM EST. The purpose of this solicitation amendment is to revise the Offer Due Date to August 13 2021 at 11:00 AM EST and to extend period of Offerors to submit questions to August 5 2021 at 11:00 AM EST. Note: any questions previously submitted that were not addressed by a previous solicitation amendment must be re-submitted in order to be considered. In addition, this amendment replaces the Contract Specialist for this requirement. The new Contract Specialist will be Mr. Gregory Ducker, Gregory.J.Ducker@uscg.mil, (757) 483-8469. The Contracting Officer will remain unchanged. The United States Coast Guard ‘s (USCG) Unclassified Common Operational Picture (UCOP) is the USCG’s Command and Control (C2) infrastructure that injects, processes, and provides near real-time maritime and air track data feeds to C2 viewers. Data feeds such as Nationwide Automatic Identification System (NAIS), Satellite Automatic Identification System (SAIS), and Vessel Monitoring System (VMS) are consumed by the UCOP, which acts as a track data warehouse for other government agencies and port partners. Track data is collected from UCOP’s Data Distribution Service (DDS) and pushed to a correlation system provided by Defense Information Systems Agency’s (DISA) Global Command and Control System - Joint (GCCS-J). From the DDS and GCCS-J systems, the data saves to the Oracle Database Management System (DBMS) that serves other USCG applications. Other USCG applications include Search and Rescue Optimal Planning System (SAROPS), WatchKeeper, and US Coast Guard One View (CG1V), a web-client system based on the Ozone Widget Framework (OWF). The Contractor shall provide development services meeting requirements for delivery to the USCG C5I Service Center for the Unclassified Common Operational Picture (UCOP) and its sub-systems as outlined in this Scope of Work. These services shall include maintaining current system operations and capabilities, incorporating adaptive capabilities, developing technologies for systems integration and implementation of new track data feeds and API’s, performing system analysis and providing recommendations and solutions for current and future architecture, supporting Information Assurance (IA) compliance, as well as providing configuration management support and documentation as required by the Government.
