This sources sought is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for quotes/proposals and no contract will be awarded from this announcement. This sources sought notice has been issued to survey the market and assist the United States Coast Guard (USCG) in determining possible sources for consideration. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. The USCG is conducting market research for sources that have the capability to provide Floating Crane Services, for docking, undocking, weight testing of lifting gear and relocation of vessels at various locations at the Coast Guard Yard, in accordance with the attached draft Statement of Work (SOW). Vendors are requested to read the sources sought in its entirety to ensure information submittals are complete. Please provide Information about your company’s capabilities to meet listed requirements: OPERATOR CERTIFICATION: Certification of Crane Operators (NCCCO) or qualified through an audited employer program under OSHA Regulation 29 C.F.R. 1926.1427(a). EQUIPMENT CERTIFICATION: Crane must be certified annually by a person meeting the requirements of 29 CFR Part 1919 and comply with 29 CFR Part 1926 Subpart CC inspection requirements of section Sections 1926.1412 and 1926.1437. Annual certification must be submitted via email to the Contracting Office and the COR one month before the start of each new option period. PROOF OF INSURANCE: Vendor able to provide proof of insurance under the Jones Act of 1920 or the Longshore and Harbor Workers Compensation Act (LHWCA). EQUIPMENT/SERVICES: Vendor able to provide a certified floating crane capable of lifting a minimum of 180 Short Tons at a boom radius suitable to place a load 31’ out from end of barge, at a hook height of not less than 106’ above water line and capable of navigating the waterways of Arundel Cove. The Contractor will also furnish, tugs for crane movement, pilot/crane operator and adequate crew and all safety equipment for crew (personal floatation devices, hardhats, safety glasses, safety boots, etc.) IAW OSHA 29 CFR 1926.106(a) and 29 CFR 1926.28(e). Due to limited navigational clearances, the floating crane barge length must not exceed 170’. A load chart must be submitted as part of any subsequent proposal, if and when solicitation is posted. For all lifts at the Coast Guard Yard, Yard personnel shall furnish, place, and hook up, through its own personnel, all hooks, slings, nets, pennants, spreaders, or other lifting gear on the lift(s). Coast Guard Yard personnel shall remove all such lifting gear upon completion of the lift(s). After a review of the responses to this sources sought notice, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the beta.SAM.gov website. All interested offerors will have an opportunity to respond to the solicitation in addition to responding to this sources sought notice. Reimbursement will not be made for any costs associated with providing information in response to this notice and any follow-up information requests.
