NOTICE OF INTENT TO AWARD SOLE SOURCE The United States Coast Guard (USCG) hereby submits a notice of intent to award a sole source firm fixed price purchase order to American Bureau of Shipping (ABS) for the development on an USCG Icebreaker Structural Analysis Tool. It is the governements belief that ABS is the only contractor that can provide this service. If any other contractors/vendors believe they have the ability to perfom the work outlined in the attached statement of work (SOW), please e-mail inquires or quote/proposal to the Contracting Officer within 10 days of this solicitation publish date. ***If no inquiries are received from prospective offerors before 01AUG2022 the follwoing applies*** The total estimated value is less than $250,000.00. This sole source contracting action is in accordance with Federal Aquisition Regulation (FAR) 13.106-1(2)(b) and 6.303-2 modified to reflect procedures in 13.5 (a)(ii). Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objectives. The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will be considered for the purposes of determining whether to conduct a competitive solicitation for future requirements regarding software licensing of this type. The Government will not be responsible for any costs incurred by responding to this notice. This is NOT a request for quotes or proposals.
