The U.S. Coast Guard Surface Forces Logistics Center, Engineering Services Division, In Service Vessel Sustainment branch is seeking qualified sources that can provide one (1) each Appleton Marine Electro-Hydraulic Cranes, Model Number RAD30-15.5, in support of the ongoing 225’ WLB Mid-Life Maintenance Availability (MMA) program. It is the Government’s intent to solicit and negotiate only with the Original Equipment Manufacturer (OEM), Appleton Marine. The Government does not possess the manufacturing technical and engineering data required to enable award of this contract on a competitive basis. All manufacturing technical and engineering data is proprietary to the OEM. However, concerns that have the capability to manufacture this system may submit their capabilities which the Agency will consider. Information submitted must clearly identify (1) the offeror’s ability to obtain OEM manufacturing data, engineering data, drawings, etc., to successfully manufacture this system; and (2) previous contract information where this system has been provided to the Government and/or commercial customers. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. Information must be submitted within ten (10) calendar days from the date this notice is posted. Concerns that respond to this notice must fully demonstrate a bona fide capability to meet the requirements. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede the award of this contract. The Government intends to award one fixed price contract as a result of this solicitation. The Government does NOT intend to pay for information solicited.
