This announcement constitutes only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation number 70Z04021Q60757Y00 applies and is used as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, effective, 7 March 2016. It is anticipated that a competitive price purchase order shall be awarded as a result of this synopsis/solicitation. Basis of award will be Lowest Price Technically Acceptable (LPTA). The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price Purchase Order. No down payments or advanced payments will be made to the awarded vendor. Payment will be made by Government Purchase order (Net 30 Terms) and the vendor shall assume financial responsibility until the service has been received by the US Coast Guard. Basis of Award: Lowest Price Technically Acceptable (LPTA) in accordance with FAR 15.101-2 Contract Type: Firm-Fixed-Price Payment discounts will not be included or considered in the evaluation of quotes or proposals. All revised quotes (only vendors that attended the site visit shall be considered) shall be emailed to SK2 Chad Yearwood via chad.a.yearwood@uscg.mil and shall be received no later than 05/10/21 by 0800hrs (Eastern). All emailed quotes shall have 70Z04021Q60757Y00 in the subject of the email. The United States Coast Guard Surface Forces Logistics Center has a requirement for the following: PERFORMANCE WORK STATEMENT (PWS) PROJECT TITLE: NAVY YP-683 Preservation. YP-683 will require paint coating application to the vessel’s Superstructure, Main deck fittings, and Freeboard. Surface preparation will be required for the Freeboard. BACKGROUND: The YP-683 is currently at the Coast Guard Yard, 2401 Hawkins Pt. Road, Baltimore MD, 21230. The YP-683 is a wooden hull vessel with a length overall: 108 ft, Beam: 24 ft, Draft: 8ft. The YP-683 will be dry-docked at Coast Guard Yard during all major exterior preservation work. PERIOD OF PERFORMANCE: 05/14/21 - 06/14/21; Due to EPA regulation and environmental codes, we are limited where we can perform this type of work; therefore the contractor must confirm work dates and completion times, which is critical to our operation. The Vessel will be undocked on or about the 26th of May. All coatings must be applied to the Freeboard and Main Deck prior to this date. HOURS OF OPERATION: Work shall be performed during normal business hours, which are 07:00 AM to 6:00 PM Monday through Saturday. Additional hours or time may be arranged to accommodate the Contractor. SITE VISIT: Due to vendors previously attending site visit we will only consider quotes from vendors that attended the site visit based on the original solicitation. (NO OTHER QUOTES WILL BE CONSIDERED DUE TO THE SITE VISIT ALREADY CONDUCTED FOR THIS SOLICITATION) REQUIREMENTS: Coating Systems Freeboard Primer coat AMERLOCK-400. (4-8mils) Top coat Polysiloxane Paint Type II Color 26270, Haze Grey, low solar absorption. (3-7 Mils) Main Deck & Pilot House Top West System Epoxy 205 or 206 (1-coat) Formula 150 Primer, Green, (2-6mils) Membrane Coat MS-1600 (1 coat) Anti-Skid MS-660G Materials Contractor must provide all necessary materials, tools, and equipment to complete the scope of work. CG YARD will supply and store the following primer, paint, & non-skid. Primer coat AMERLOCK-400. (4-8mils) Polysiloxane Paint Type II Color 26270, Haze Grey, low solar absorption. Formula 150 Primer Membrane Coat MS-1600 Anti-Skid MS-660G SCOPE Main Deck and Pilot House Top preservation and non-skid Remove/apply (1,200 sqft) Remove all existing non-skid with a power or hand tool method as to not appreciably damage the top layer of deck plywood. Clean/remove all industrial work debris (sweep or vacuum) from deck Ensure wood surfaces have a moisture content of less than 15% prior to coating system application. Apply coating system and non-skid as described in part 6. Freeboard (1,750 Sqft) Hand or Power tool clean to remove deteriorated coatings to SP3 preparation standard. Feather in all ridges and high spots visible in tightly adhered material to produce smooth topcoat finish. Sand the prepared and new surfaces using an orbital sander with heavy duty hook and loop sanding pads to establish a surface profile prior to application of coatings. Allow wood surfaces to dry to a moisture content of no greater than 15 percent prior to coating. Apply coating systems to freeboard, vessel markings, and numbers. Inspection Summary: Pre-Paint inspection. Prior to coating application CG YARD inspector will verify all vessel components requiring covering/”taping off” have been appropriately protected against debris & media entry and overspray. Non-skid removal inspection. Following the removal of non-skid from the main deck. CG YARD inspectors will inspect the plywood underneath and replace if necessary. Final inspection. Superstructure, deck fittings, & main deck preservation items are subject to final inspection following Contractor completion of work agreed to in this document. Containment: The Contractor shall provide, install and maintain containment to capture 100% of paints and other solids during the painting and prepping operation. Containment shall be watertight from the start until conclusion of the project. Within 24 hours of completion of project, paint and paint chips within the containment area shall be removed. However, no containment shall be removed without first receiving authorization from the SHIP SUPERINTENDANT (SHIP SUPT). Once SHIP SUPT approval has been received, the containment materials shall be demobilized. If containment is breached in any manner it shall be reestablished immediately. If the containment cannot be fully reestablished immediately work shall be halted at no cost to the government, until the containment is reestablished. The Contractor shall make allowances for high wind conditions that could blow paint and paint chips out of containment and/or into the water. Inspection of the containment shall be conducted by the Contractor as an ongoing process before, during and after water blasting to ensure its integrity. The containment shall be inspected and deemed acceptable by the SHIP SUPT. The containment must not allow any materials to escape. The Coast Guard Yard has a discharge permit from the State of Maryland that does not allow any paint or other materials to be discharged to the waters of the State. If any paint or other material is found to be outside the containment area, the SHIP SUPT must be notified immediately. The SHIP SUPT shall then notify the Coast Guard Yard Facilities Management, Environmental Branch. The Contractor will be held solely liable for any fines imposed upon the Yard due to Contractor violations of the Yards National Pollution Discharge Elimination System (NPDES) discharge or other permits. In the event the Contractor creates an unsafe work environment and will cause yard work operations to cease, the Contractor will be held responsible and damages shall be assessed for the length of the work delay. Security Requirements: The U.S. Coast Guard Yard, Baltimore, MD is a controlled access area. All contractors and subcontractors performing work on this contract shall utilize the RAPIDGate program. RapidGate manages the non-Common Access Credential (CAC) eligible vendor/contractor companies and their employees who require access to Coast Guard Yard, Baltimore. Vendor/contractor CAC eligibility has been restricted to only those who require physical access to Coast Guard yard and logical access to a DoD or DHS network or system. Contractor employees shall not enter restricted areas in accordance with Yard security regulations or policies. Before contractor employees can work at the Coast Guard Yard Facility, the contractor shall complete a security investigation on all contractor employees in connection to this contract. Any contractor employee with a criminal background must get prior authorization before they can gain access to Coast Guard Yard Facility. Contractor shall provide for each employee to the Contracting Officer, the full name and any alias, address, city and state, and date of birth. Listing of Employees: The Contractor personnel shall maintain a current listing of employees. This list will include the employee’s name, social security number, and date of birth. The list shall be provided to the Contracting Officer and the SHIP SUPT. An updated listing shall be provided when an employee’s status or information changes. Reporting Requirements: Contractor personnel shall report to an appropriate authority (Contacting Officer, COR, Ship Superintendent) any information or circumstances of which they are aware that may pose a threat to the security or safety of U.S. Coast Guard personnel, contractor personnel, resources, and classified or unclassified defense information. The Contractor shall not substitute employee(s) without prior notification to the Contracting Officer and COR. Contractor employees shall receive a full safety briefing by their immediate supervisor upon initial on-base assignment of all known hazards in areas that work shall be performed. Occupational Safety and Health Standards: The Contractor is required to follow 29 CFR 1915 (OSHA Shipyard Industry Standard), while performing work at the U.S. Coast Guard Yard. The Contractor must provide all required personal safety equipment for their employees, such as, but not limited to; safety helmet, safety glasses, steel-toed shoes, respirators (disposable paper respirators are unacceptable), safety harnesses, and hearing protection. All safety equipment must meet OSHA standards. Failure of the Contractor employees to comply with the above requirements could result in a shutdown of operations. The U.S. Coast Guard Yard has 24 hour first aid, spill response and fire protection available. If necessary, the Contractor may call 410-636-3993 from non-Yard phones and extension 3000 from Yard phones for emergency situations. The U.S. Coast Guard Yard will provide emergency first aid only. Injuries must be reported immediately and followed up with a written report to the Contracting Officer Representative (COR). Special/Technical Qualifications: In addition, contractor shall comply with all the U.S. Coast Guard Yard ISO 9001 Quality Management and ISO 14001 Environmental Management Systems certifications. The Contractor may be periodically audited to ensure conformity to these certifications and standards. Post Award Conference/Periodic Progress Meetings: The Contractor will agree to attend any post award conference convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart (FAR) 42.5. The contracting officer, COR, and other Government personnel, as appropriate, will meet before any work commences and may meet periodically with the Contractor to review the Contractor's performance and schedule. At these meetings the Contracting Officer will apprise the Contractor of how the government views the contractor's performance and the Contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. Kick-Off Meeting: Before any work commences the Contractor shall meet with the SHIP SUPT to perform a walk thru to establish an interference check-off sheet as well as a specific services (task) check-off sheet. In addition, the Contractor shall provide a daily progress report verbally to the SHIP SUPT. Both of these check-off sheets and the daily progress report shall be used by the SHIP SUPT during inspection of work daily and upon completion. Performance Schedule: Within 24 hours of the kick-off meeting, the Contractor shall provide the Government with a schedule of work to be performed. Contracting Officer’s Representative (COR): The COR will be identified by separate letter. The COR will monitor all technical aspects of the contract and assist in contract administration. The COR is authorized to perform only those functions designated in the letter, issued by the Contracting Officer. A letter of designation, issued to the COR (a copy of which will be sent to the Contractor), states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in performance dates. The COR is not authorized to change any of the terms and/or conditions of the contract. All contract changes that impact price or cost, quality of work and the performance schedule may only be approved or made by the Contracting Officer. Ship Superintendent (SHIP SUPT): The Ship Superintendent is the Coast Guards on-site project management representative. The Ship Supt. will act on behalf of the COR for all day to day contract administration and scheduling requirements. The Ship Supt. is not authorized to change any of the terms and/or conditions of the contract. All contract changes that impact price or cost, quality of work and the performance schedule may only be approved or made by the Contracting Officer. Key Personnel/Qualifications: The Contractor shall provide a Supervisor who shall be responsible for supervision of the performance of the work. The name of this person and an alternate who shall act for the Contractor when the Supervisor is absent shall be designated in writing to the Contracting Officer. The Supervisor or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Supervisor or alternate shall be available between 7:00 a.m. to 4:30 p.m., Monday thru Friday except Federal holidays or when the Government facility is closed for administrative reasons. Supervisor and Alternate: The Supervisor and Alternate must have at a minimum, two (2) year documented experience as a Marine Painter Supervisor, and two (2) years as a Marine Painter. The ability and experience of the above personnel shall be provided to the Government with the proposal in the form of a resume detailing qualifications such as experience and training. The Marine Painter will have a minimum of two (2) year documented experience as a Marine Painter. The ability and experience of the above personnel shall be provided to the Government with the proposal in the form of a resume detailing qualifications such as experience and training Coordination with COR: The Contractor shall coordinate all work requirements, stated herein, with the Contracting Officer and the COR, the COR will communicate with the Supervisor to ensure adherence with the Task Order and PWS. There may be occasions in which the U.S. Coast Guard Yard will request the Contractor to cease work or move to a different location on the vessel due to U.S. Coast Guard Yard production requirements. Interferences: Work sites may contain such items as scaffolding, hoses, debris, and other interferences from U.S. Coast Guard Yard work operations. The Government shall attempt to remove and/or minimize such interferences to the extent that it is practical. In the event such interferences are not removed, however, the Contractor shall notify the COR immediately to mitigate the situation. The presence of interferences and the COR’s inability to totally mitigate their impact on performance will not relieve the Contractor of responsibility for performance of the services required. Damage to Government Property: The Contractor shall be held liable for any damage to Government or private property caused by the Contractor. The Contractor shall provide protective coverings on all vulnerable equipment and surfaces. It shall be the responsibility of the Contractor to ensure that the protective covering is adequate. Any concerns as to the adequacy of the coverings must be brought to the attention of the COR. The Contractor shall inspect the area before work commences and may request a technical inspection from the COR, however such an inspection does not relieve the Contractor from responsibility for damage GOVERNMENT FURNISHED ITEMS AND SERVICES Services: The Government shall provide material handling services to load and unload Contractor machinery and for the set up of equipment. The Coast Guard Yard shall endeavor to provide timely assistance as requested by the Contractor. The Contractor shall provide 48 hour notice to the Government when there is a need for material handling services. However, there may be occasions when Yard work must take precedence. These occurrences will be managed as they occur. Utilities: The Government will provide water, compressed air, and electricity for the Contractor as defined herein. The Contractor shall instruct employees in utilities conservation practices. The Contractor shall be responsible for operating in such a manner that precludes the waste of utilities, for example turning off the water faucets or valves after using the required amount to accomplish assigned work. Water: The Government shall provide a source of water for Contractor machinery. The Contractor shall be responsible for ensuring that their water hookup connections are compatible with the Yard’s water sources. Compressed Air: The Government shall provide a source of compressed air for Contractor machinery. The Contractor shall be responsible for ensuring that their compressed air hookup connections are compatible with the Yard’s compressed air sources. Electricity: The Government shall provide up to 200 amps and up to 480 volts of electrical services. Hazardous Materials and Waste: If it comes to the Contractor’s attention that the coating materials requiring removal are suspected hazardous material and would produce hazardous waste (Code of Maryland Regulations, Title 26, Subtitle 13 and 40 CFR 260-267), the Contractor must cease work immediately and notify the COR. If the surface coating being removed contains lead, cadmium, chromium or Polychlorinated Biphenyl or PCB’s, the Contractor will notify the COR immediately. The Government will have the responsibility to dispose of any hazardous materials and waste. The Contractor will have the responsibility to provide its full cooperation with the removal and disposal process.
