This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation number 70Z04020Q60455Y00 applies and is used as a Request For Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, effective, 7 March 2016. It is anticipated that a competitive price purchase order shall be awarded as a result of this synopsis/solicitation. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price Purchase Order. The United States Coast Guard Surface Forces Logistics Center has a requirement for the following items: ITEM 1: Provide eleven (12) new 20-ft ISO Hi-Cube shipping containers with removable tops. The removable tops shall be rigid and incorporate a spray-tight seal, with six locking rods, three on each side to secure roof in place. QUESTIONS PERTAINING TO THIS RFQ SHOULD BE DIRECTED TO: DERRELL GREEN at DERRELL.L.GREEN@USCG.MIL STATEMENT OF WORK 1.0 SCOPE 1.1 Purpose: Supply twelve (12) new 20-ft ISO Hi-Cube shipping containers with removable tops to United States Coast Guard Yard (USCG) operating at 2401 Hawkins Point Rd. in Baltimore, Maryland Building 78. 1.2 General – This Scope of Work (SOW) sets forth the requirements for the fabrication, and inspection of reusable shipping and storage containers for the MTU 4000 Series M92L diesel engine. These containers will protect and restrain the engines in transit and in storage. 1.3 Background – The maintenance philosophy for the main diesel engines (MDE) on the 154 ft SENTINAL class WPB entails periodically removing the engines from the ships and replacing them with new or overhauled engines from a rotating pool. The removed engines then travel to a repair depot for overhaul. After overhaul the engines go into storage, until required for installation in another ship, completing the cycle. The containers acquired under this SOW will protect and restrain the engines in transit and storage. 2.0 APPLICABLE DOCUMENTS 2.1. Specification Order of Precedence – In the event of a conflict between the text of this SOW and the references cited herein, this SOW shall take precedence. 2.4. Departure from Specification – Departure from this SOW shall not be allowed unless approved by the Coast Guard Contracting Officer. 2.4.1. If the Vendor finds it necessary to implement a change or depart from applicable specifications, they shall request permission. 2.4.2. Request for change by Vendors shall clearly describe the changes proposed, the reasons for and advantages of the changes proposed, and the contract’s price increase or decrease (if any) that would result. 3.0 REQUIREMENTS 3.1. General – The Vendor shall provide all labor, equipment, special tools, parts and materials required to accomplish the following: 3.1.1. Acquire twelve (12) new 20-ft ISO Hi-Cube shipping containers with removable tops. The removable tops shall be rigid and incorporate a spray-tight seal, with six locking rods, three on each side to secure roof in place. The containers shall have steel floors that will accommodate the welding of structure to the floor, diamond plate is not acceptable. The removable top modifications shall not preclude stacking the containers using standard handling practices and equipment. Containers may need to be transported empty and /or fully loaded by train, truck, or boat. Total weight of payload is 28,000 lbs. CSC certification is not required. 3.1.2. Paint the interior and exterior of modified shipping container IAW SSPC-SP 10/NACE NO. 2 using grit conforming to MIL-A-22262/ (1.5-2.5) or SSPC-SP WJ-2(M) Coating System 1) Zinc Rich Primer- Polysiloxane System DFT- 3 to 4 Mils 2) Epoxy Primer/ Mid-Coat – Polysiloxane system DFT 5 to 6 Mils. 3) Polysiloxane DFT 5 to 6 Mils. Color shall be Federal Standard color number 36463 (Gray) per FED-STD-595, or similar. 3.2. Schedule – The first article shall be available for acceptance 4 months after acceptance of this SOW by both parties. 3.3. INSPECTION AND ACCEPTANCE OF SERVICES: The office having responsibility for inspection and acceptance of work is the COR and the Structural shop foreman. The inspection of the containers will happen at the Coast Guard Yard after delivery of the containers. 4.0 QUALITY ASSURANCE 4.1. General – All products acquired under this SOW shall be acquired or fabricated in conformance with Coast Guard Industrial Activity Quality standards and practices. 4.2. Records – The Vendor shall maintain records of all inspections and tests. The records at a minimum shall indicate the nature and number of observations made, the number and type of deficiencies found, and the corrective action taken. 4.3. Tests and Inspections – All items procured or fabricated under this SOW shall be subject to inspection in conformance with Coast Guard Industrial Activity standards and practices. 5.0 PRESERVATION, PACKAGING, PACKING, & MARKING 5.1. Preservation – Preservation shall be IAW SSPC-SP 10/NACE NO. 2. 5.2. Marking – Each container shall be marked IAW SAE ARP 1967A, section 3.9 as applicable. In addition each container shall be identified with painted labels on the door and each side. The labels on each side shall be painted on a flat sheet of steel welded to the side of the container, to facilitate re-stenciling the stock number as necessary. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
