GENERAL REQUIREMENTS: The work consists of providing rental heaters, Self-contained, in-direct fired, diesel MAC Heaters and associated ducting a fuel tanks at USCG YARD, 2401 Hawkins PT RD, Baltimore, MD. The heaters will heat an encapsulated space of approximately 329,000 cubic feet. 2. COMMENCEMENT AND COMPLETION OF WORK: Upon acceptance the rental period is for months beginning 01 December 2019 and completing on or around 27 February 2020 with an option for an additional month. The contractor shall pick up the unit within seven (7) days after notice that units are no longer needed. SCOPE OF WORK: The government requires three (3) 1.2 million BTU diesel powered, self-contained, indirect-fired heat heaters or similar. All electrical hook ups must be Phase 3 440 AC volts. Contractor must supply three (3) 1000 Gallon double wall diesel fuel tanks. Contractor must supply 300 feet of insulated duct hose. The contractor is to setup and include cables and ducting from the heaters and connect to the heated structure. The Contractor shall provide all labor and material to connect the diesel tanks into the heaters. All heaters must run entirely off of the 1000 gallon fuel tanks . Contractor is responsible for all maintenance and repairs during the rental period. If at any point during the rental period the unit(s) should have a mechanical or performance issues the Contractor must provide a mechanic for repair 7 days a week upon notice from government. Repair must be made within eight (8) hours of notice. If unable to repair, the contractor shall provide a replacement within 48 hours. ORAL MODIFICATION: No oral statement of any person other than the contracting officer shall in any manner or degree, modify or otherwise affect the terms of this contract. 5. WORKMANSHIP: All work shall be accomplished with the best standard practices, and by workmen thoroughly experienced in the required trades. The work shall be supervised by experienced personnel and shall be satisfactory to the Contracting Officer. FAR 52.212-1 Instructions to Offerors-Commercial Items (OCT 2015). As prescribed in 46.302, insert the following clause: Inspection of Supplies-Fixed-Price (Aug 1996) (a) Definition. "Supplies," as used in this clause, includes but is not limited to raw materials, components, intermediate assemblies, end products, and lots of supplies. (b) The Contractor shall provide and maintain an inspection system acceptable to the Government covering supplies under this contract and shall tender to the Government for acceptance only supplies that have been inspected in accordance with the inspection system and have been found by the Contractor to be in conformity with contract requirements. As part of the system, the Contractor shall prepare records evidencing all inspections made under the system and the outcome. These records shall be kept complete and made available to the Government during contract performance and for as long afterwards as the contract requires. The Government may perform reviews and evaluations as reasonably necessary to ascertain compliance with this paragraph. These reviews and evaluations shall be conducted in a manner that will not unduly delay the contract work. The right of review, whether exercised or not, does not relieve the Contractor of the obligations under the contract. (c) The Government has the right to inspect and test all supplies called for by the contract, to the extent practicable, at all places and times, including the period of manufacture, and in any event before acceptance. The Government shall perform inspections and tests in a manner that will not unduly delay the work. The Government assumes no contractual obligation to perform any inspection and test for the benefit of the Contractor unless specifically set forth elsewhere in this contract. (d) If the Government performs inspection or test on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties. Except as otherwise provided in the contract, the Government shall bear the expense of Government inspections or tests made at other than the Contractor's or subcontractor's premises; provided, that in case of rejection, the Government shall not be liable for any reduction in the value of inspection or test samples.
