Before the bidding process a site visit will be required. Known site visit discussions are barge or work platform, transportation to and from work area, containment and utilities requirements. 1.1.1 Tech Rep. Contractor must have NACE Level II Paint Inspector at job site for entire schedule period to perform the following but not limited to: environmental readings, surface profile readings, DFT and WFT readings, surface cleanliness inspections, blast and paint inspections. NACE inspector must complete all SSPC QP-1 forms and QA inspection forms (QA-1 thru QA-5). 1.1.2 Protective measures - general. The Contractor shall furnish and install all protective coverings to seal off and protect all non-affected Syncro Lift areas in the vicinity of the work area against contamination during the performance of work. Protective measures must be taken to contain all debris from contaminating the water of the creek. Upon completion of work, the Contractor shall remove all installed protective measures, inspect for the presence of contamination, and return all contaminated areas to original condition of cleanliness. 2 Surface preservation. The Contractor shall accomplish the following. 2.1.1 Prepare and coat all failed surface areas, using the SSPC SP-11 Standards. 2.1.1.1 . The Contractor shall be required to provide a proper surface profile in accordance with SFLC Standard Spec 6310. 2.1.1.2 The application of protective coating will require a sequence of coatings. 1. 1st Coat Stripe Coat Welds & Angles 5 - 6 Mils 2. 2nd Coat Brush and Roll Coat 5 - 6 Mils 3. 3rd Coat Stripe coat welds and angles 5 - 6 Mils 4. 4th Coat Brush and Roll Coat 5 - 6 Mils NOTE: All surfaces being preserved are considered "critical-coated surfaces". "Critical-coated surfaces": Areas where premature failure of the coating system cannot be detected by routine observation due to inaccessibility, or areas where restoration of a failed system cannot be undertaken without laying up the ship at an industrial facility or a forward repair site; or areas where restoration of a failed system may subject a vessel to a loss of operational days, in addition to resulting in avoidable repair costs. 2.1.5.1 Containment: The Contractor shall provide, install and maintain containment to capture 100% of the debris during the preparations and painting operation. If containment is breached in any manner it shall be reestablished immediately. If the containment cannot be fully reestablished immediately work shall be halted at no cost to the government, until the containment is reestablished. Inspection of the containment shall be conducted by the Contractor as an ongoing process before, during and after the preparations and preservation processes to ensure its integrity. The containment shall be inspected and deemed acceptable by the Ship Superintendent. The containment must not allow any debris, paint chips or other materials to escape. The Coast Guard Yard has a discharge permit from the State of Maryland that does not allow any debris or other materials to be discharged to the waters of the State. In the event the Contractor creates an unsafe work environment and will cause yard work operations to cease, the Contractor will be held responsible and damages shall be assessed for the length of the work delay. If any material is found to be outside the containment area, the Ship Superintendent must be notified immediately. The Ship Superintendent shall then notify the Coast Guard Yard Facilities Management, Environmental Branch. The Contractor will be held solely liable for any fines imposed upon the Yard due to Contractor violations of the Yards National Pollution Discharge Elimination System (NPDES) discharge or other permits. A containment plan shall be provided to the Government with the proposal. 3.1 Inspection. After surface preparation and before coating application, the Contractor shall allow CG Yard to visually inspect all areas including but not limited to overhead plating, structural members, beams, gussets, fasteners and etc surfaces. CG Yard will submit a CFR including the following, as applicable: • Structural condition. • Inaccessible areas. • Plate condition. • Piping. • Fastener condition. 4.0 General Information 4.1 Place of Performance: The work to be performed will be at US Coast Guard Yard, 2401 Hawkins Point Road, Baltimore MD 21226. Location: Syncro Lift / Shiplift. 4. Period of Performance: The start date is 09/24/2019 and to be completed 16 weeks. 1. Work will have to be performed in phases. 2. Phases will consist of breaking down containment and platform systems to enable vessels to be docked or undocked. 3. Bids must state 3 phases of break downs and setups. 4.3 Security Requirements: The U.S. Coast Guard Yard, Baltimore, MD is a controlled access area. All contractors and subcontractors performing work on this contract shall utilize the RAPIDGate program. RapidGate manages the non-Common Access Credential (CAC) eligible vendor/contractor companies and their employees who require access to Coast Guard Yard, Baltimore. Vendor/contractor CAC eligibility has been restricted to only those who require physical access to Coast Guard yard and logical access to a DoD or DHS network or system. A list of all personnel will be given to the Ship Supt for Rapid Gate Entry. This will be updated every 21 days. Any change in employee's, a new employee list must be provided. 4.3.1 All personnel shall receive visitor's passes and clearance from USCG Coast Guard Yard Security located at the Main Gate. List of personnel needing access shall be provided to the COR twenty-four (24) hours prior to requiring access. Personnel will be required to provide full name, picture I.D. (valid driver's license preferred), and date of birth. For non US citizen's, a passport will be required. The following forms of IDS are authorized: - CAC - Foreign Passport containing appropriate visas - TWIC - Green Cards - Passport - MOST state IDs 4.3.1.1 Contractor employees shall not enter restricted areas in accordance with U.S. Coast Guard Yard security regulations or policies. Before Contractor employees can work at the U.S. Coast Guard Yard Facility, the Contractor shall complete a security investigation on all Contractor employees in connection to this contract. Any Contractor employee with a criminal back ground shall get prior authorization before they can gain access to U.S. Coast Guard Yard Facility. Contractor shall provide for each employee to the Contracting Officer, the full name and any alias, address, city and state, and date of birth 4.4.2 Physical Security: The Contractor shall be responsible for safeguarding all Government equipment, information and property provided for Contractor use. 4.5 Reporting Requirements: Contractor personnel shall report to an appropriate authority (Contacting Officer, Ship Superintendent) any information or circumstances of which they are aware may pose a threat to the security of U.S. Coast Guard personnel, Contractor personnel, resources, and classified or unclassified defense information. The Contractor shall not substitute employee(s) without prior notification to the Contracting Officer and Ship Superintendent. Contractor employees shall receive a full safety briefing by their immediate supervisor upon initial on-base assignment of all known hazards in areas that work shall be performed. 4.6 Occupational Safety and Health Standards: The Contractor shall be required to follow 29 CFR 1915 (OSHA Shipyard Industry Standard), 16 CFR1303, 29 CFR 1910, 29 CFR 1915.1025, 29 CFR 1926.62, 15 U.S.C. 2601, while performing this work at the U.S. Coast Guard Yard. The Contractor shall provide all required personnel safety equipment for their employees, such as, but not limited to; safety helmet, safety glasses with side shields. All safety equipment shall meet OSHA standards. Failure of the Contractor employees to comply with the above requirements could result in a shutdown of operations. 4.6.1 Emergency Services The U.S. Coast Guard Yard has 24 hour first aid, spill response and fire protection available. If necessary, the Contractor may call 410-636-3993 from non-Yard phones and extension 3000 from Yard phones for emergency situations. The U.S. Coast Guard Yard will provide emergency first aid only. Injuries shall be reported immediately and followed up with a written report to the COR. 4.7 ISO Qualifications: Contractor shall comply with all the U.S. Coast Guard Yard International Organization for Standardization (ISO) 9001 Quality Management and ISO 14001 Environmental Management Systems certifications. The Contractor may be periodically audited to ensure conformity to these certifications and standards. In the event the Contractor creates an unsafe work environment and causes the U.S. Coast Guard Yard work operations to cease, the Contractor shall be held responsible and damages shall be assessed for the length of the work delay. 4.8 Key Personnel: The Contractor shall provide a Supervisor who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the Contractor when the Supervisor is absent shall be designated in writing to the Contracting Officer. The Supervisor or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. The Supervisor or alternate shall be available between 7:00 a.m. to 4:30 p.m., Monday thru Friday except when the Government facility is closed for administrative reasons. 4.8.1 Supervisor and Alternate Supervisor: The Supervisor and Alternate Supervisor shall have at a minimum two (2) years of documented experience supervising marine blast and painting, and two (2) years experience performing blast and painting. The ability and experience of the above personnel shall be provided to the Government with the proposal in the form of a resume detailing qualifications such as experience and training. 4.8.2 Workers: Workers shall have a minimum two (2) years documented performing blasting and painting services. The ability and experience of the above personnel shall be provided to the Government with the proposal in the form of a resume detailing qualifications such as experience and training. 4.9 Coordination with Ship Superintendent: The Contractor shall coordinate all work requirements, stated herein, with the Ship Superintendent, the Ship Superintendent will communicate with the Supervisor to ensure adherence with the SOW. There may be occasions in which the U.S. Coast Guard Yard will request the Contractor to cease work to break down containment and equipment due to docking and undocking of vessels. 4.10 Damage to Government Property: The Contractor shall be held liable for any damage to Government property caused by the Contractor. The Contractor shall provide protective coverings on all vulnerable equipment and surfaces. It shall be the responsibility of the Contractor to ensure that the covering is adequate. Any concerns as to the adequacy of the coverings shall be brought to the attention of the COR. The Contractor shall inspect the area before work commences and may request a technical inspection from the COR, however such an inspection does not relieve the Contractor from responsibility for damage. 4.0 Government Furnished Equipment: The following is a list of property, equipment and services which the Government will furnish. 4.1 Services: The Government shall provide material handling services to load and unload Contractor machinery and for the set up of equipment. The Coast Guard Yard shall endeavor to provide timely assistance as requested by the Contractor. The Contractor shall provide 24 hour notice to the Government of the need for material handling services. However, there may be occasions where Yard work must take precedence. These occurrences will be managed as they occur. 4.2. Utilities: The Government will provide water, compressed air, and electricity for the contractor as defined herein. The contractor shall instruct employees in utilities conservation practices. The contractor shall be responsible for operating under conditions that preclude the waste of utilities, which include turning off the water faucets or valves after using the required amount to accomplish cleaning vehicles and equipment. 4.3 Compressed Air: The Yard has compressed air nearby that may be used for contractors equipment. This source is a good distance from the work area and may not be practical for use. If so, contractor will have to provide compressed air at no cost to the government. The contractor shall be responsible for ensuring that their compressed air hookup connections are compatible with the compressed air sources. This compressed air is not safe for breathing apparatus's. 4.4. Electricity: The Government shall provide up to 200 amps and up to 480 volts of electrical services for hookups. The contractor shall be responsible for ensuring that their electrical hookup connections are compatible with the Yard's electrical sources and connections 4.5 Materials: The contractor will be provided with all coating systems required to accomplish the work task. 4.6. Hazardous Materials and Waste: If the materials being removed are deemed hazardous waste (code of Maryland Regulations, Title 26, subtitle 13 and 40 CFR 260-267), the Government shall dispose of the materials. If the surface coating being removed contains lead, cadmium, chromium or Polychlorinated Biphenyl or PCB's, the contractor will be notified on each individual order. The COR, Yard Safety Office, Environmental Branch and the contractor will coordinate the precautions and methods used to remove the coating before the work commences. 5.0 Contractor Provided Equipment: The Contractor must provide the following but not limited to personal protective equipment, filters for breathing apparatus's, power tools, tarps, brushes, rollers, painting pumps/equipment and any and all containment. 5.1. General: The Contractor shall furnish all equipment and services required to perform work under this contract, other than those explicitly address in Section 4 of this SOW. 5.1.1 The Contractor shall report to the designated work site on the date specified on the written notification by the Contracting Officer in the form of a signed task order. No other individual has the authority to direct the Contractor to begin work, other than a warranted Contracting Officer. Pending Coast Guard Yard production schedules, services may be required on an intermittent basis within the time period and quantity specified. 5.2 Painting: The Contractor shall perform all preparations and painting required by the task order to be done in accordance with to SFLC standard Specification 6310 (series) for Freeboard/Superstructure Steel Option III. All coatings must be applied in accordance with manufacture requirements. Preparation method is SSPC SP-11. SSPC SP-11: When viewed without magnification, the surface shall be free of all visible oil, grease, dirt, dust, mill scale, rust, paint, oxides, corrosion products, and other foreign matter. Slight residues of rust and paint may be left in the lower portion of pits if the original surface is pitted. The surface profile shall not be less than 1 mil (25 microns). 5.3. Equipment: The Contractor shall, throughout the performance of this contract, be in possession of fully functioning equipment and tools to complete assigned work on schedule. 6.0 NOTES 6.1 QA inspection forms. QA inspection forms (QA-1 thru QA-5), required in SFLC Standard specification 6310 to be completed and submitted during preservation of "critical-coated surfaces", are provided at the end of this document. 6.2 Daily Progress reports: vendor shall provide a daily progress report to capture how many people are working, equipment on site, issues, weather delays and any pertinent information that provides status of project or updates. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved. (3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.
