The United States Coast Guard (USCG) has a requirement for Fuel Sampling Program (FSP) to analyze middle distillate, diesel fuel, i.e. marine gas oil (MGO) and aviation fuel quality. The Contractor shall provide fuel testing services for USCG vessels, air stations, and other vessels specifically identified by the USCG during the term of this contract. The Contractor shall be responsible for providing and shipping fuel sample kits worldwide, shipping fuel samples worldwide to the Contractor's fuel laboratory, conducting the required fuel sample analysis, assuring quality of fuel analysis results, retention and disposal of fuel samples, and reporting fuel analysis, assuring quality of fuel analysis results, retention and disposal of fuel samples, and reporting fuel analysis results to the USCG. It is anticipated to award a fixed-price Requirements-type contract consisting of one base year and four option years. This acquisition is being solicited on an unrestricted basis. The solicitation number is 70Z04019Q61350 and shall be available for download on June 13, 2019. The due date for receipt of proposals is July 9, 2019 at 1 pm Eastern Standard Time (EST). The Contractor shall provide a Continental United States (CONUS) fuel testing laboratory in which all fuel samples shall be shipped to, and tested at this facility (i.e., no subcontracting of any analyses to another laboratory). The Contractor shall have the required equipment to run all of the ASTM/EN/ISO test methods and shall be capable of performing the tests and analyses specified in Attachment A of the Statement of Work (SOW) by the solicitation closing date. The Contractor shall include Attachment D as part of the contract quotation which specified the ASTM/EN/ISO test methods performed for each fuel property, the fuel volume required for each test method, type and number of test equipment in the laboratory, and total capacity per day for testing. The proposed contract requires a Program Manager with a minimum of a Bachelor of Science degree and five (5) years experience managing a fuel testing laboratory or fuel programs. Senior Laboratory Data Analysts shall have a minimum of four (4) years' experience in a fuel testing laboratory. Laboratory Data Analysts shall have a minimum of two (2) years of experience in a fuel testing laboratory. The Contractor shall have the capacity to process a minimum of twenty (20) fuel samples per day. The normal volume of samples is estimated to be ten (10) MGO samples per week and twenty (20) aviation samples per week. The Contractor's fuel testing laboratory shall be certified to ISO/IEC 17025:2005 or later. It is acceptable and preferred if the laboratory is also certified to ISO-9001:2000 or later, in addition to the ISO/IEC 17025 requirement.
