The solicitation number is 70Z03920RFQFD571 and is issued as a Request for Quotes (RFQs). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars. The associated North American Industrial Classification System (NAICS) code for this request is 332311 Prefabricated Metal Building and Component Manufacturing. This requirement is 100% unrestricted. The U. S. Coast Guard Academy Waterfront located in New London CT. This is a request for quote for annual rental of temporary portable office trailers, portable restroom and storage containers during the Maritime Center of Excellence (MCOE) project. The annual rental request will be set up for one base year with additional option year for the following units: GENERAL NOTES The US Coast Guard Academy (USCGA) is accepting quotes from qualified vendors for temporary office and storage units for the Maritime Center of Excellence (MCOE) project. The “Base Quote” for the services to be provided shall be on an annual rental (and monthly payment). There will also be an “Option Year” to be executed at the Government’s discretion. Proposals received after the closing date and time specified above will be rejected. INTRODUCTION & REQUEST FOR QUOTE The MCOE project is a project comprised of a 20K sf multi-purpose building located on the waterfront of the US Coast Guard Academy and consists of a 10K sf boat maintenance facility, office spaces, classroom, marine science and engineering lab, locker rooms, and a welcome center. The project is being managed by the US Coast Guard Academy Alumni Association (CGAAA). However, the services described herein are a Federal activity and are being contracted and managed by the US Coast Guard Academy as a Federal procurement. Your firm’s bid quote must be completed and submitted in the prescribed format described in this RFQ. The Government expects that all vendors will be able to furnish satisfactory evidence that they have the ability, experience and resources to complete this assignment. If requested, the vendor must be prepared to meet with the Government and/or his representative to review their quote. SCOPE OF WORK The Vendor shall furnish and deliver: Portable Restroom Trailer (5 individual compartments). Portable Ground Level Office trailers (3). Portable Ground Storage Containers as individually specified below. The Base shall consist of (2) GSC-1 units, (2) GSC-2 units, and (2) GSC-3 units. Project Meeting: Prior to delivering the temporary office trailers & storage units, the Vendor shall visit the site for a meeting with the appropriate stakeholders to discuss and plan the delivery, date of delivery and installation of the units. PROPOSAL SUBMISSION FORMAT In addition to the Contracting requirements specified, the Vendor shall provide the following with their submission: Have the proposal signed by an officer of the proposing firm with the authority to commit the firm. Provide floor plans, specifications, & cut sheets of each GLO trailer, restroom trailer, and GSC-1, GSC-2, & GSC-3. The floor plans shall include plan views and elevation views, as well as desk, shelving, and receptacle locations. SPECIAL REQUIREMENTS The items specified are being provided as “swing space” in support of a project to demolish an existing building and construct a new building. Due to the unpredictability of the construction process an exact duration of the rental cannot be specified; thus, the “Base Quote” shall consist of an annual rental for the following: QUANTITY Restroom Trailer (1) GLO - 1 (1) GLO - 2 GLO – 3 GSC – 1 (2) GSC – 2 (2) GSC - 3 With an “Option Year” to be exercised at the Government’s discretion. The Government reserves the right to cancel the rental with 30 days written notice to the vendor at any point. All units to be provided to the site (US Coast Guard Academy within 30 days of receipt of order. The Base Quote includes the mobilization, setting, unit rental fee, demobilization and biweekly sewage pump-out. Pricing to be provided for additional GSC’s on a “per unit” basis in the event the Government needs additional GSC’s. The Quote sheet includes a line item for the Vendor to provide biweekly waste pump-out service. The Contractor shall provide General Liability insurance in the amount of $1M listing the Coast Guard Academy as “additionally insured”.
