This is a combined synopsis/solicitation based on end of year funds availability for twenty (20) Collegiate Flying Junior (FJ) Sailboats, prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The combined Synopsis/Request for Quotation (RFQ) number is 70Z03919RFQPCC972 utilizing Simplified Acquisition Procedures under FAR Part 13. SPECIFICATIONS OF THE FLYING JUNIOR SALING VESSEL REQUIRED: Flying Junior type sail boats, complete with all fittings, rigging, mast, boom, rudder, tiller, and centerboard as specified below and delivered to the US Coast Guard Academy in New London, CT. -The hull shape shall conform to specifications consistent with the Collegiate Flying Junior. Three stringers will be added to the cockpit floor. - A high quality AOC polyester laminating resin, fiberglass mat and non-woven unidirectional and biaxial fabrics shall be used throughout hull and deck laminates. - All flanges and hull to deck joints will be bonded with Plexus methyl methacrylate structural adhesive. - The stern quarters of the rails will be filled. - Positive flotation will be secured in the air tanks to float the boat with all tanks flooded. This flotation shall be placed so as to limit its absorbency. - The weight variation between any two hulls shall not exceed 5 lbs. - There will be a 2 inch drain hole in the stern with a ball insert for easy draining. - All thru deck mounted hardware will be supported by tapped aluminum backing plates glassed to the inside of the boat. - The forestay chain plate will be extruded aluminum with 1/4 inch fasteners thru bolted into an aluminum backing plate. - The shroud chain plate will be a forged eye strap supported with an aluminum back-up bar under the rail. - Elastomeric urethane bow bumpers. - One piece high density urethane gasket retainer with cloth gaskets. - Heavy duty rub rail. - Gel coat bow and stern numbers. - Tack pins and ear fittings shall be removed from the booms. Boom to mast attachment shall use a 1/4 - 20 bolt with a nut at the gooseneck. - All running rigging and control lines shall be Marlow and delivered in spool form. - All hardware shall be Harken. -2 year warranty against defects in materials and workmanship. Offeror must have a DUNS number and be registered in the System for Award Management (SAM) database. SAM registration through SAM website https://www.sam.gov/ PAYMENT TERMS: Net 30 upon Delivery | If awarded, manufacture must begin by 30 Sep 2019 with completion and delivery by 16 Dec 2019. The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34.
