This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.6 and part 13.5 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued. Solicitation number 70Z03825QK0000022 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2025-03, effective 17 January 2025. The applicable North American Industry Classification System (NAICS) code is 333517. The small business size standard is 500 employees. It is anticipated that a firm-fixed price purchase order will be awarded on a brand name or equal basis for the item listed in the following Schedule of Supplies. The brand name and Original Equipment Manufacturer (OEM) of the Abrasive Cutting Waterjet System is Flow International Corporation (CAGE Code: 1DJA5). A full description of the salient characteristics required of “equal to” items may be found in the attached “Salient Characteristics”. Concerns having the expertise and required capabilities to provide these items, or an equal alternative are invited to submit offers in accordance with the requirements stipulated in this solicitation. All items shall be NEW approved items. This is a 100% set-aside for small business. Only small businesses may submit a capability statement, proposal, or quotation which shall be considered by the agency. SCHEDULE OF SUPPLIES – See Attachment 1 Line Item 1 Nomenclature: Abrasive Cutting Waterjet System Part Number: FLOW MACH M200-3020 Quantity: one (1) each Manufacturer CAGE Code: 1DJA5 Required Delivery Date: 16 weeks after receipt of order (ARO) Line Item 2 Nomenclature: Rigging Services IAW SOW Section 2.2 Required Delivery Date: 16 weeks after receipt of order (ARO) Line Item 3 Nomenclature: Training IAW SOW Section 2.5 Required Delivery Date: 16 weeks after receipt of order (ARO) **Must fill out Attachment 1: Schedule of Supplies. Failure to completely fill out Attachment 1 shall result in the quote not being considered** Site Visits: As part of the solicitation process, interested parties may schedule a site visit to the Aviation Logistics Center, 1664 Weeksville Rd, Machine Shop in Elizabeth City, NC 27909 from 19 May 2025 – 21 May 2025. All quoted Abrasive Cutting Waterjet Systems must meet the required salient characteristics. Only the items requested in this solicitation will be considered for award. All brand name items shall have clear traceability to the Original Equipment Manufacturer (OEM), Flow International Corporation (CAGE Code: 1DJA5). Traceability means a clear, complete, documented, and auditable paper trail that traces each step from an OEM or distributor to its current location. The contractor shall furnish a Certificate of Conformance (COC) IAW FAR clause 52.246-15. The COC must be submitted in the format specified in the clause. Prospective vendors who are not the OEM must provide traceability for the offered product back to the OEM and will be required to submit a manufacturer's COC in addition to its own COC.
