AMENDMENT 2 (16 Apr 2025): This solicitation is amended to extend the closing date/time to 23 April 2025 at 4:30 p.m. Eastern time. The attached Terms and Conditions were revised to incorporate by reference FAR c;lause 52.229-3, Federal, State, and Local Taxes. No other changes were made. This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Federal Acquisition Regulation (FAR) subpart 12.6 and part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03825QE0000019 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number 2025-03, effective 17 January 2025. IAW FAR 6.302-1(a)(1), the United States Coast Guard (USCG). Aviation Logistics Center (ALC) plans to award one (1) purchase order and negotiate only with Charlatte of America, Inc. (CAGE Code 1KWN7) as the only known source of the required services. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The applicable North American Industry Classification System (NAICS) code is 811114. The small business size standard is $9 million in average annual receipts. This is an unrestricted requirement. It is anticipated that a firm-fixed price purchase order will be awarded on a sole source basis as a result of this solicitation for the refurbishment and conversion of the following items: SCHEDULE OF SERVICES Nomenclature: MX-4 Electric Tow Tractor Part Number (PN): MX-4 Modified to PN: MZ Quantity: four (4) each Optional Quantity:* up to one (1) each Manufacturer CAGE Code: 1KWN7 Required Delivery Date: one hundred fifty (150) days after receipt of order (ARO) * We propose including an addendum to Federal Acquisition Regulation (FAR) clause 52.212-4 that will allow the USCG to send in additional units for repair by order modification. The cost of any necessary repairs and/or replacement parts would be negotiated and funded separately. The proposed addendum is: 52.212-4 Contract Terms and Conditions -- Commercial Items Nov 2023 Addendum 1 Option for the Refurbishment and Conversion of Additional Units: At the time of award, the USCG will place an order for the refurbishment and conversion of four (4) each MX-4 Electric Tow Tractors to Model MZ. IAW this addendum, the USCG may require the refurbishment and conversion of up to one (1) each additional MX-4 Electric Tow Tractor at the same price, terms, and conditions as specified in the purchase order. The Contracting Officer may exercise this option by written notice to the Contractor through one year after date of award or another mutually agreed upon date. The turn-around time for the refurbishment and conversion of additional units shall be the same as called for in the order unless the parties otherwise agree.
